2 <br />Other elements of the Comprehensive Plan have objectives that are linked with transportation <br />objectiveT-3.2. Those are: <br />• Economic Development Objective ED-2.3: <br />"Promote public transportation, alternative modes of transportation, and encourage <br />carpooling and park-and-ride participation." <br />• Land Use Objective LU-3.2: <br />"Coordinate land use patterns to facilitate the expanded use of nonauto modes of travel, the <br />increased occupancy of automobiles, and the development and use of an energy-efficient <br />transportation systems." <br />• Natural And Cultural Systems Objective AE-7: <br />"Expand and enhance Orange County's public transportation system." and <br />Objective AE-8: <br />"Improve transportation efficiency: promote more public transportation, ride sharing, and <br />alternative transportation such as bicycles and walking." <br />• Services and Facilities Objective PS-T-5: <br />"Include in applied site design standards for residential, commercial, and industrial <br />development, appropriate road design standards to ensure adequate law enforcement and <br />emergency vehicle access to the development." <br />Comprehensive Transportation Plan <br />The Comprehensive Transportation Plan (CTP) will be a long-range multi-modal plan to serve <br />present and future travel demand in Orange County. The plan will consist of four maps that <br />show existing facilities, facilities that need improvement, and recommended new <br />facilities/alignments for highways, public transportation and rail, bicycles, and pedestrians, with <br />a cover sheet recording the adoptions and endorsements for the CTP. CTP recommendations <br />are concepts and any recommended project will go through a rigorous environmental process <br />before final alignments or designs can be determined. <br />Coordination with State and Regional A encies <br />Orange County's CTP will be developed cooperatively with NCDOT, Triangle Area Rural <br />Planning Organization (TARPO) and Durham-Chapel Hill-Carrboro (DCHC) Metropolitan <br />Planning Organization (MPO). <br />DCHC MPO completed much of the work for the MPO CTP during the 2035 LRTP process. <br />The DCHC Transportation Advisory Committee, at its meeting in August, reviewed a schedule <br />for completing development of the CTP that proposes releasing a draft DCHC MPO CTP for <br />public comment in December 2009. The proposed schedule coordinates with development of <br />Orange County's CTP but is a little ahead of the County's CTP process. For example, the <br />DCHC MPO will hold a public hearing on its draft CTP in February 2010 while Orange County <br />will hold a public workshop on its CTP alternatives in February 2010. <br />Staff is in contact with Burlington-Graham Metropolitan Planning Organization (BGMPO) and <br />Town of Mebane staff regarding the Orange County CTP proceedings. The portion of Orange <br />County within the BGMPO must be adopted by that organization when BGMPO adopts its CTP. <br />Timeline for Orange County CTP <br />Attachment 2 is the proposed timeline for the CTP process.
