r~ <br />„ _. <br />Commissioner Walker stated he felt the Planning Board had worked hard <br />and the motion of Ms. Riddle is a reasonable compromise. Commissioner <br />Walker moved the Board of Commissioners adopt the Planning Board's recom- <br />mendation. <br />The Chairman asked the Board to review the recommended amendments <br />before entertaining a motion. <br />Commissioner Walker withdrew his motion. <br />Commissioner Gustaveson reminded those present that discussion of the <br />Subdivision Ordinance began in October, 1976, because of the deep concern <br />of the kinds of development which was going on in the various townships <br />and the problems problems which were evolving due to inadequate criteria <br />of how land was being divided. He stated that these problems were con- <br />tinuing and people were suffering because of inadecuate criteria and <br />assurances regarding maintenance of roads and suitability of sools to <br />take certain septic systems. Mr. Gustaveson stated he took seriously <br />the recommendation of the Planning Board and appreciated their hard work, <br />however, he must balance the concern of the Planning Board to allow addi- <br />tional time for Councils to study the Ordinance against the concern which <br />had developed since 1976 to assure the consumer and the developer that <br />land dees have a suitable site for septic systems, long term road main- <br />tenance and the many other issues which the Board is faced with and which <br />the Subdivision Ordinance is attempting to address. He added the further <br />refinement of the Ordinance could cpntinue after the Ordinance is imple- <br />mented. <br />Commissioner Willhoit stated he supported the Subdivision Ordinance. <br />That since serving on the Health Board, he had become aware of situations <br />where people have purchased lots which have been subdivided without a <br />Health Department review only later to find that soils are not suitable <br />for septic tanks.. He stated the consumer's interest must be looked at. <br />Presently, in some townships there is no mechanism to control erosion, and <br />the Subdivision Ordinance would provide such a mechanism. The Ordinance <br />would provide a provision for maintenance of roads in subdivisions, and <br />one of the main goals of the Ordinance is to provide protection of the <br />watershed. He stated that lots have been recorded which are solely on <br />flood plain soils and the Ordinance would address this issue. Mx. Willhoit <br />stated that he felt it was time for the Advisory Councils to get an with <br />other important issues in the Ceunty such as water resource development <br />and watershed protection criteria. <br />Chairman Gmitted stated that the Baord viewed the refinement of the <br />Ordinance as an ongoing process and the extension of the Subdivision <br />Regulations would not preclude further input from the Advisory Councils, <br />developers or others. <br />Commissioner [dalker stated that the Planning Board felt it would be <br />easier to implement these changes now rather than as an ongoing process. <br />Mr. Whitted stated the Ordinance is not a rough draft, but a workable <br />Ordinance. There needs to be some clarification of the definitions and <br />reorganization of the definitions. <br />Dr. Bonar responded the Planning Board was aware the Ordinance is not <br />engraved in stone, however, the Planning Board's urging the Council be <br />given additional time for review is to keep faith with people who have <br />spend a great deal of time working an the Ordinance. He added the <br />Ordinance and the County will be better if a sufficient number of people <br />understand the Ordinance and what it is supposed to do. That as one moved <br />from the urban area out into the County, the Ordinance imposes regulations <br />on people who are less familiar with regulations in general. <br />Mr. T4illhoit stated he felt the Board could keep faith with the <br />Advisory Councils by considering the submitted amendments at the May <br />public hearing. <br />Commissioner Pinney stated the Planning Boarc? and the Beard of Commis- <br />sioners have reviewed the Ordinance far a year and he was the Commissioner <br />who insisted the Advisory Councils have a part in the Ordinance. He <br />stated he felt the Boards should not wait any longer. <br />
