~_ <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />FEBRUARY 21, 1978 <br />The Orange County Board of Commissioners met in regular session an <br />Tuesday, February 21, 1978, at 7:30 p.m., in the Superior Courtroom of <br />the Courthouse in Hillsborough. <br />Members present were Chairman Richard ~ahitted, Commissioners Norman <br />Gustaveson, Jan Pinney, Norman Walker, and Ronald Willhoit. <br />Other present were Neal Evans, Assistance County Manager, Joe Bradshaw, <br />Administrative Assistant, Geoffrey Gledhill, County Attorney, Dr. Robert <br />Boaar, Chairman of the County Planning.Board, Hal Minis, Acting Planning <br />Director, members of the County Planning Board, and Agatha Johnson, Clerk. , <br />The Chairman referred to Item 1: Persons not on this agenda having <br />business to transact with the Board of Commissioners should make their <br />presence known in order that an appropriate time for them to be heard might <br />be arranged. <br />Mxs. Charles King, a resident of the Colonial Hills Subdivision, asked <br />that the Board instruct the Finance Director to forward a check to the <br />Department of Transportation in l;raham, in preparation for work which should <br />begin shortly on roads in the Colonial Hills Subdivision. <br />The Board requested Mr. Evans to talk with the District Engineer far <br />the Department of Transportation and to follow through with the proper <br />procedures. <br />Commissioner Willhoit asked that discussion of a Transportation Grant <br />as reported in Mr. Olive's letter be added to the agenda. <br />Item 2: Minutes of the February 6, 1978 meeting. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson <br />the minutes of February 6, 1978 were approved. <br />Item 3: A Public Hearing has been advertised for 7:30 p.m. to provide <br />public comment prior to the 1978-79 budget preparation process, particu- <br />larly concerning Federal Revenue Sharing Funds. <br />The Finance Director informed the Board that the Revenue Sharing <br />amount anticipated for the new fiscal year is approximately $360,000. <br />The Chairman asked if there were persons present who wished to make <br />any comment concerning the 1978-79 County budget, and particular regarding <br />Revenue Sharing Funds. <br />Bobby Nichols stated that since money was put into the budget this <br />year for school renovation, would there be a reduction in taxes next year? <br />The Chairman explained that he did not know if there would be a reduc- <br />tion. That of the ten cents increased in last year's taxes, seven cents <br />would be used to repay bonds which have been sold. <br />William Dorsett asked if another capital outlay project is anticipated <br />for next year. <br />Mr. Whitted stated that approximately one million dollars was put aside <br />in the capital outlay budget to start renovation of the Grady Brown Build- <br />ings, the jail and an addition to the jail. This project will be cam-- <br />pleted in this year's budget, however, not to the magnitute of one million <br />dollars. This is a two year funding project. The monies generated by <br />increasing the tax rate is now being used to renovate Grady Brown and in <br />subsequent budgets, it will be used to repay the bond debt. <br />An unidentified male asked that a copy of the budget, Commissioners' <br />agendas and minutes and othez important documents be placed in the public <br />library for public inspection. He asked that the Board entertain the <br />concept of a zero base budget. <br />Mr. Whitted stated that budgets are annually placed in the public <br />libraries and other material can be placed there as well. He added that <br />
