Item 10: The Manager submits the budget calendar for the 1978-79 fiscal <br />year far the Board's consideration. <br />Commissioner Gustaveson suggested the date of the budget public <br />hearing be changed to an earlier date. <br />The County Manager suggested the calendar be reviewed by the Board and <br />action which might be necessary be taken at another time. <br />Commissioner Gustaveson informed the Board the Human Services Sub- <br />committee an Funding had prepared a joint application for funding requests <br />to be reviewed. <br />The County Manager informed the BoaonsoredhbyMthehAgricultural1Depart- <br />_ County Manager/Commissioners Meeting, sp <br />ment and to be held at N. C. State University in Raleigh. <br />The National Legislative Conference is scheduled for March 12 thru 15, <br />1978 in Washington, D. C. <br />Chairman Whitted asked the Board to discuss the requests of JOCCA and <br />COA for endorsement of application to the North Carolina Department of <br />Transportation for a grant to purchase passenger vans. He stated both <br />agencies have made request for the same monies, and a local match of funds <br />is necessary. <br />Commissioner Willhoit stated that JOCCA had a need for a replacement <br />vehicle, and he moved that the Board send letters of endorsement to bath <br />JOCCA and COA. This motion died for lack of a second. <br />It was pointed out the need for better coordination of transportation <br />vehicles, and that the Human Services Subcommittee should serve as a clear- <br />inghouse for this type request. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson <br />it was moved and adopted to send letters to JOCCA and COA endorsing the <br />grant application but indicating that the endorsement is not necessarily <br />a commitment of local funds. The letters should point out the fact that <br />the Human Services Subcommittee serves as a clearinghouse for projects of <br />this type. <br />The County Manager told the Beard of a request for a meeting by Mr. <br />Bill Hupman of the Town of Mebane regarding the adoption of water and sewer <br />policies relating to future industry in the area. This item will appear on <br />the February 21st agenda. <br />The Finance Director commented on a recent trip to New York and his <br />talks with the rating agencies of Standards and Poors, and the firm of <br />Maodys. Standards and Poors has rated Orange County as "AA", while Moodys <br />has rated us "A-1". He stated that the County was in goad position for <br />sale of bonds on February 7, 1978. <br />Mr. Gattis asked the Board to schedule a date to talk with John Watkins <br />of the Department of Transportation about the use of bond monies for the <br />1978-1979 Secondary Roads Program. The first Monday in March was scheduled <br />for this meeting. <br />The County Commissioners will meet with the County Health Board on <br />Thursday, February 9, 1978. Items to be discussed are: Where the Health <br />Board is now and how it needs to proceed, setting of fee schedules, review <br />the relationship between the Commissioners and the Health Board and the <br />relationship between the Health Director and the Health Board and the <br />County Commissioners. <br />The County Attorney reviewed changes proposed for the Insulation <br />Ordinance. He suggested that Section IX be changed to Section VIII and <br />that the section dealing with Permits come after the Bond Section. <br />Section V222 (a) shall read as follows: "Before a license shall be issued <br />to any applicant, the applicant shall post a bond in the amount of $1000 <br />with Orange County which provides a principal amount of $1000 per insulation <br />installation project for the purpose set fazth in sub-section (b) of this <br />section." <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson <br />it was moved and adopted to approve the Insulation Ordinance. <br />For copy of Insulation Ordinance, see Ordinance Bock, Page 37. <br />
