r- , <br />~:. <br />Eddie Kirk proceeded to review with the Board recommendations submitted <br />by the Chapel Hill Planning Board which are subject to that Board's approval. <br />1. That storm and sanitary sewer easements be dedicated as required. <br />by the County Manager in consultation with the Town Engineer for Chapel <br />Hill. <br />The Erosion Control Officer stated that the storm water easement would <br />be added to the plat. The storm water management plan is for a 10 year <br />storm and will also be indicated on the plat. <br />2. That the street. labeled "Aspen Drive" be connected with Kingston _ <br />Court be a paved road dedicated as a public right of way. <br />Mr. Kirk stated Kingston Court in the Cedar Hills Subdivision was <br />built to State standards as would Aspen Drive and as recommended by the <br />Town of Chapel Hill. <br />3. That streets be designed and constructed to N. C. State Depart- <br />ment of Transportation standards and be approved by the State. <br />The streets in the subdivision are to be built without curb and gutter. <br />4. That the location and installation of fire hydrants be approved <br />by the County Manager in consultation with the Chapel Hill Fire <br />Department. <br />5. That all utilities, including distribution and feeder lines be <br />placed underground. <br />6. That the design and construction of the water system be to the <br />standards of OWASA. <br />7. That street names not be duplicates of existing street names in <br />the Chapel Hill Township area. <br />The Board discussed the possibility of renaming Kingston Court tc <br />Aspen Drive since both streets connect. <br />8. That all lots have a minimum area of 20,000 square feet. " <br />This has been accomplished except for Lot #17 which will be design- <br />ated as "open space". <br />9. That all lots connecting onto the sanitary sewer system be <br />serviced by gravity flow and individual pumps for each unit shall <br />not be permitted except that a field survey shall be done on Lots <br />2,3,4, and 5, and that if such survey indicates one or more of these <br />lots cannot be served by gravity flow, the County Manager in consulta- <br />tion with the Chapel Hill Town Engineer can authorize the use of <br />individual pumps. <br />10. That prior to paving streets, utility service laterals shall be <br />stubbed out to the front property line of each lot. Sanitary sewer <br />laterals shall be capped-off above ground. <br />Mr. Kirk stated that all of the above recommendation have been agree. <br />to by the developer of Timberlyne Phase II. <br />Commissioner Gustaveson suggested that recommendation Number 11 be <br />the recommendation of the Erosion Control Officer regarding the storm <br />water management plan. <br />The Erosion Control Officer stated that a basic problem is the <br />maintenance of the impoundment of storm water. The Town of Chapel Hill <br />does not want the responsibility, however, this responsibility could be <br />left to the Homeowners Association for upkeep. <br />Upon motion of Commissioner Walker, seconded by Commissioner Pinney, <br />it was moved and adopted to approve the preliminary plat of Timberlyne, <br />Phase II, subject to the ten recommendations from the Town of Chanel <br />Hill, and subject to the recommendation that a maintenance agreement for <br />management of storm water be drawn anc~ presented when the plat is re- <br />viewed for final approval. <br />
