L. <br />The Chairman called for a vote on the motion and all members of the <br />Board voted aye. The motion was declared passed. The Clerk was instructed <br />to forward a letter to Sam Jones, District Engineer, with a copy to James <br />Watkins, Division Engineer for the Department of Tr.ansportatio.n. <br />Item 13: Mr. S. G. Barbour will comment concerning actions of South- <br />eastern Surveys, Tnc., a surveying company under contract with the U. S. <br />Corps of Engineers to survey for a flood insurance map of Orange County. <br />Mr. Whitted recognized Mr. Barbour who presented to the Board a letter <br />He asked that his letter be made a part of the permanent records of the <br />County Commissioners. <br />For copy of•Mr. Barbour's letter, see page 498 of this book. <br />Mr. Barbour informed the Board of indicents in which surveying teams <br />from the Southeastern Surveys, Inc. had trespassed on his property. He <br />requested the Board of commissioners forward a letter to Southeastern <br />Surveys, Inc., and to txiQ Army Carps of Engineers asking that the property <br />rights of private citizens be respected in Orange County. <br />Upon motion of Commissioner walker, seconded by Commissioner Pinney, <br />it was moved and adopted to forward a letter to Southeastern Surv~yser~nc., <br />with a copy to the Army Corps of Engineers, requesting that the p op Y <br />rights of private citizens in Orange County be respected and if possible, <br />that permission to enter upon the property of private citizens be obtained <br />prior to such entrance. <br />Item 14: Representatives of Orange County tobacco farmers will re- <br />quest the Orange County Board of Commissioners enact a resolution directed <br />to the President of the United States, our Senators and Congressman re- <br />questing they take all possible action to prevent'Secretary Califano of <br />the U. S. Department of Health, Education and Welfare from continuing his <br />attacks on the American tobacco industry. <br />Chairman Whitted recognized Oscar Compton, a tobacco farmer, and a <br />_ member of the Ruritan Club. Mr. Compton stated the Ruritan Club and members <br />of the tobacco farming community, was asking the Board to endorse the <br />agenda attached resolution or a similar resolution, objecting to Mr. <br />Califano's approach to the tobacco industry. He stated that tobacco did <br />play a part in the .economy of the County and a large part in the economy <br />' of the State. He stated that it was estimated that tobacco would bring in <br />1.3 billion dollars to the five flu-cured states of Virginia, North Carolina <br />South Carolina, Georgia, and Florida. <br />Mr. Compton stated that Secretary Califano has proposed to use 23 <br />million dollars this year to discourage the use of tobacco, and was asking <br />for 30 million dollars for next year. He stated the Mr. Califano's approach <br />should be directed toward research to find out if tobacco is hazardous to <br />good health, and if so, what elements in tobacco contribute to this. He <br />added that he felt facts were not available to prove tobacco was a contri- <br />buting cause of cancer. <br />Commissioner t9illhoit stated that statistics relating cigarette smok- <br />ing with adverse health effects are sufficient, however, he felt the real <br />problem has to do with the tobacco farmer and the economy. He stated that <br />he could not support this resolution, but would support a resolution which <br />encouraged Secretary Califano to develop a use of funds for research of the <br />contents of tobacco which may be harmful to health. <br />Commissioner Walker stated that he supported the resolution and he <br />then moved that the resolution be adopted in its present form. <br />Further discussion ensued concerning Secretary Califano's proposed <br />educational program. Mr. Compson stated that Mr. Califano's plans were to <br />close research institutes where research of tobacco is being conducted. <br />It was pointed out that income from tobacco last year in Orange County <br />was approximately ten million dollars. <br />Commissioner Gustaveson stated one way to improve the health status of <br />citizens is to change their life syle, and smoking has became a way of life <br />for many people. He added that he felt one responsibility of Secretary <br />Califano is to make people aware of long term health problems, and that the <br />
