~~ ~ .; <br />NiSNUTRS <br />ORANGE COUNTY BOARD OF COM~4ISSIONERS <br />FEBRUARY 6, 1978 <br />The Orange County Board of Commissioners met in regular session on <br />Monday, February 6, 1978, at 10:00 p.m., in the Commissioners' Roam of <br />the Courthouse in Hillsborough. <br />Members of the Board present were Chairman Richard S7hitted, Commis- <br />sioners Norman Gustaveson, Jan Pinney, Norman Walker, and Donald Willhoit. - <br />County Staff personnel present were 5. r?. Gattis, County Manager, <br />Neal Evans, County Finance Director; Geoffrey Gledhill, County Attorney - <br />and Agatha Johnson, Clerk to the Board. <br />The Chairman called the meeting to order and asked if there were <br />any persons present, who were not listed on the printed agenda, and who <br />did have matters to bring before the Board. Na one came forth. <br />The Chairman asked if any Board members wished to add additional items <br />to the agenda. Items added were: Discussion of the Insulation Ordinance <br />and discussion regarding the Art School. <br />Item 2: P2inutes of meetings on January 17, 18, 23, 24, and 27, 1978 <br />are submitted for consideration. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />the January 17, 197$ minutes were approved. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />the January 18, 1978 minutes were approved. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Plillhoit, <br />the January 23, 1978 minutes were approved. <br />Upon motion of Commissioner Pinney, seconded by Commissioenr [9i11hoit, <br />the January 24, 1978 minutes were approved. <br />Upon motion of Commissioenr Pinney, seconded by Commissioner Willhoit, <br />the January 27, 1978 minutes were approved. <br />Item 3: Mr. George High representing [d.H.B. Development and Stoneybrook <br />Homeowners Association will request Commissioners' endorsement of two peti- <br />tions: a) Addition of 1.1+ miles of roadway in Stoneybrook Subdivision <br />to the State System, and b) An exception to certain requirements relating <br />to a cul-de-sac on Fox Run. <br />Chairman Whitted recognized George High who presented to the Chairman <br />the two petitions. Per. High stated that in regard to the request for <br />addition to the State System, the roads have been built to State specifi- <br />cations and the attached petitions have been signed by property owners on <br />the roads asking for acceptance by the State, based on the density of the <br />area. <br />In regard to the endorsement of item b), Mr. High presented to the <br />Board a petition from property owners on Fox Run., requesting the State <br />to allow a natural rock out-cropping to remain in the center of the cul- <br />de-sac an Fox Run. He stated that the State DOT did not have specifica- <br />tions relating to a rock island in the middle of a cul-de-sac and since <br />there are no standards, the DOT has pat approved the cul'de-sac. He <br />asked that the Board send a letter of endorsement to theā€¢Department of <br />Transportation regarding these two requests. <br />Commissioner Pinney moved that the Board endorse the petitions pre- <br />sented by Mr. High: a) for addition of 1.1+ miles of roadway in Stoneybrook <br />Subdivision to the State Highway System, and b) an exception to certain <br />requirements relating to a cul-de-sac on Fox Run. Commissioner [balker <br />seconded the motion. <br />Commissioner Gustaveson asked that the letter of endorsement state <br />that the Commissioners feel this design to be unic[ue in the use of natural <br />settings and does meet an objective which the Board would like to encourage. <br />
