9 <br />in use. I believe it to be a commitment of county resources <br />which does have a significant budgetary impact on overall <br />staffing costs. These groups meet after normal county <br />operational hours, requiring staff time that later detracts from <br />normal duties beyond follow up that occurs in regular hours. <br />The BOCC Clerk also has a staff person whose time is fairly <br />well dedicated to keeping the membership contact information <br />and vacancy details of each of these groups up to date and listed <br />on the county's web site. <br />EIVIERGEleTCX SERVICES <br />The county is currently pursuing consulting services to analyze <br />the existing fire service and supporting emergency services in <br />Orange County. Unless you are very different, the consultant <br />will report that during normal day time hours volunteer fire <br />response is limited in manpower. Afire or emergency during <br />weekdays 8AM - 6PM represents a significant risk. <br />The report depending upon how extensive it is, will also detail <br />how improved assignment of resources and manpower can <br />enhance operations county-wide. Addressing any change to that <br />situation will require allocation of resources and diplomatic <br />interaction with a variety of elements. <br />The Orange County Rescue Squad situation is an example of <br />how difficult dealing with the consultant's recommendations <br />will be if pursued. <br />Radio system coverage within Orange County is hampered by a <br />lack of communication towers in appropriate locations. I <br />understand zoning and public concerns associated with this <br />issue, but it does carry serious implications. <br />s <br />
