62 <br />Assignment l~Tuulber VII <br />®ther duties as assigned (or as recognized by mysel$~ needing <br />management oversight, input or direction <br />Since mid June I have been handling the daily activities associated with the <br />Interim Manager responsibilities. The following items are the more time <br />consuming aspects of that effort. Some issues and items are simply outlined <br />to highlight what the next county manager should be prepared to face in <br />his/her role of being a change agent for Orange County government. <br />Record keeping and access <br />Usually, the first thing an incoming manager will attempt to do is review <br />information related to the more important challenges to be faced. Finding <br />accurate, up-to-date official documentation in Orange County is high first <br />hurdle to gaining important insight. Significant attention is needed to <br />improve upon how information is compiled, organized and retained. <br />Centralization and coordination of information resources is needed. <br />Personnel issues <br />Considerable time has been spent on personnel related issues involving <br />individuals at the mid and upper management levels. Most are related to a <br />few basic factors: <br />(1)Throughout the organization good people are doing good things. <br />There are more accomplishments to be gained. The organization is <br />beginning to change at a much faster pace than in the past. A need exists <br />for more interdepartmental coordination, cooperation and collaboration. <br />(2)It had been a long time since I had heard the term "silos" used to <br />describe the internalization of resources and information within county <br />government. It is regularly used in Orange County. <br />(3)Staff in senior management roles and mid level positions need more <br />training in human relation skills and conflict resolution. <br />Established goals, priorities and objectives -measuring progress <br />I often encounter the terms "the Orange County Way" or "the Orange <br />County Approach". "Process" is vitally important to any decision made <br />
