Enhanced collaboration between the two <br />school boards and the BOCC could be a side benefit. There may be opportunities for the County to help <br />establish such groups that could assume service delivery <br />responsibilities that either the County is unable to do or is less <br />effective or efficient at doing. <br />I offer no specific examples at this point, except to know that if the <br />BOCC supports the concept, opportunities can be pursued. I have <br />participated is a large scale effort associated with the creation of <br />the Cabarrus Health Alliance (a county sponsored Not-for-profit) <br />which now is responsible for providing county health department <br />functions in Cabarrus County. That is a discussion requiring far <br />more expertise than I can offer. The CHA has been functioning for <br />over 10 years so it offers a good basis for study and comparative <br />analysis if desired. <br />10 <br />
