60 <br />We must also put forth an employee grievance system that closely <br />follows the state's design. <br />The benefits of this process (1) requires us to make sure our <br />personnel rules and procedures are accurate and compliant with <br />state and federal laws, and (2) grants the county more flexibility in <br />staffmg assignments, job descriptions and job functions within <br />both the health and social services functions. <br />. SCSI®®I. SYSTEM F.ACII~ITY INTENANCE - <br />Consolidation of schools is off-the-table. There are opportunities <br />to focus upon unified approaches to many underlying core <br />functions that support education. Any discussion of these issues <br />requires `leadership' within the schools and county government. <br />This suggestion focuses on support functions like facility and <br />grounds maintenance (county facilities could be included as well). <br />The two school systems now coordinate transportation <br />functions. <br />Facility and grounds maintenance functions could be a candidate <br />for unification to achieve cost efficiencies. Electricians, Heat/Air <br />technicians, Plumbers, Carpenters, and other skilled trades could <br />serve both systems in some form of cost allocation. County <br />functions could be added in the future. <br />There are limited state funds involved with these activities. Thus <br />the real potential efficiencies and savings are to Orange County. <br />The commitment this County snakes to education is amazing. <br />It could be a significant accomplishment if it were to be extended <br />to developing more efficient use of its fmancial resources fully. <br />This issue is not entirely within the BOCC's discretion, however <br />discussion of the concept could benefit from BOCC initiative.
