46 <br />There are no shortage of informational options available to the <br />County should it pursue a local government channel effort. Legal <br />ads, employment opportunities, special programming, meeting <br />programming and other `government' related promotional options <br />exist. In Cabarrus County, the county functions as the service <br />provider. In Onslow County, the City of Jacksonville operates the <br />channel via an agreement, but the County controls county content. <br />Your web site and Granicus can be linked to allow the cable <br />programming to be available and to do double duty for future use. <br />~LTGGES'TIOIaT - TI~I~EE <br />GRAI~TICIT~. There are several options on the market for web- <br />casting meetings. This system is the one that I have familiarity <br />with from prior experience and past research. It functions as <br />software vehicle with continuous support for web-casting live <br />meetings; as a storage link for prior meeting video records; as a <br />link to other informational data bases; and if applicable can act as <br />the basis from which to transcribe your meeting minutes. Once <br />installed, the system becomes an on-line informational resource <br />readily available to the public. One caution: it does become a <br />living, accessible record of every action of the board and its <br />members. Like You-'Tube, it can be downloaded and become a <br />resource for use in unintended manners. <br />SIJGGES'TIOl~ -FOUR <br />Radio does offer an affordable method to communicate a brief <br />pointed message, several times at a cost effective rate. There <br />are methods to determine those stations with the highest number of <br />listeners and apply those messages that need that exposure. I have <br />not used radio extensively elsewhere, except where "talk-radio" <br />offered opportunities to provide more detailed discussions <br />regarding issues of importance. Like other media outlets, radio is <br />ad revenue based. The County can buy time and negotiate for <br />segment time on the smaller stations as a means of reaching out to <br />3 <br />
