45 <br />Carrboro Citizen -Rack distribution only (free) <br />Circulation 6-x,000 copies <br />Weekly <br />Independent (Il~I~Y) -Rack distribution only (free) <br />Circulation of 10,000 in ®range Co. <br />Weekly <br />None of these outlets provide county-wide distribution. <br />SITGGESTI®1®T -ONE <br />Chapel Hill periodically runs a quarter page input in the local <br />edition of the CHN and CHH that focuses upon Chapel Hill issues <br />and functions as an out reach to their citizens. <br />Instead of various Orange County departments submitting <br />individual ads, notices and other solicitations to the public <br />independent of others, these efforts could be coordinated into a <br />routine 1/4 -1/2 page insert into all of the newspapers covering <br />the county. It may be possible to negotiate with each newspaper <br />to get a fixed rate annually based upon the volume of space used. <br />This would become a regular outlet for reaching newspaper users. <br />Keeping the message accurate and timely is discussed in the <br />last suggestion at the end of this set of recommendations. <br />STJGGESTIOleT -TWO <br />'l'ake greater advantage of the County's access to cable <br />television. I have not reviewed the County's franchise agreement <br />with the cable company(s). Elsewhere counties are tal{ing <br />advantage of franchise provisions that allow for local governments <br />to provide numerous citizen outreach efforts. Since the State has <br />assumed franchise management, there are also State grants of <br />$25,000 annually to support this effort. You must follow certain <br />guidelines and be consistent in effort as addressed in the last <br />suggestion of this set of recommendations. <br />2 <br />
