42 <br />Eleven: <br />Seek more partnerships. The County often tackles challenges <br />without seeking out those that might benefit by participation in <br />efforts having common benefit. (In Cabarrus County, we built parks <br />in partnership with the State, private developers, the towns and <br />YMCA.) <br />Twelve: <br />Look closely at centralizing specific, more costly services. <br />Orange County is fortunate to have an,expanding public transit <br />system. That offers the County the ability to look more closely at <br />attempting to centralize some service functions. A specific example <br />for consideration is the Health Department Dental program. We <br />now have two operations. One exists in rented office space on the <br />second floor of an office building in Carrboro. The other is located in <br />space at the current Health Department offices in Hillsborough. <br />That location is scheduled to move to the old Wal-Mart. <br />To properly equip one of these facilities is very expensive. Neither <br />office is currently properly equipped. Old equipment is in use and <br />some vital dental technology is not available (scanning dental x-ray <br />and other) at either location. IF we want to deliver quality services, <br />then better equipment and facilities is required. <br />If we want two locations, the expense of equipping and staffing <br />quality oriented service doubles. Look for a location somewhere, <br />approximately half way between the two locations; furnish and staff <br />a quality service; and do so in a cost effective manner. (The <br />uniqueness of this issue is that this is not a service the county is <br />required to provide. It is a valuable but not mandated service.) <br />I stay in an apartment complex near I-40 and Hwy 86. There is <br />rental office space or office condominium space readily available <br />located in close proximity to scheduled bus services. It is roughly <br />half way between the two current locations using the shortest <br />5 <br />
