38 <br />Assignment Number III <br />Look closely at organizational efficiencies andl effectiveness. <br />®verview: <br />Throughout this submission I have attempted to focus on those <br />areas where the greatest opportunity exists to enhance what has <br />been successfully developed in Orange County. Not all of the <br />recommendations are expected to implemented or even considered. <br />I told the BOCC in our discussions that I would be forthright in <br />bringing you as comprehensive of an approach as possible within <br />the established time frame. <br />I have yet to do a thorough review of staff qualifications, <br />backgrounds or capacities. General observations are. that there are <br />many people in leadership roles within county government capable <br />of greater challenges. Some remain fixed in the status quo, not all. <br />Several are ready to step up and excited about the possibilities. <br />Incrementally, there are many opportunities to improve and <br />enhance service delivery within existing systems. Your leadership <br />and ability to fend off the critics will greatly impact outcomes. The <br />following suggestions relate to many comments elsewhere in this <br />report but are highlighted here for reference. There are more <br />possibilities. The absolute goal is to instill an attitude of <br />Continuous Improvement and a motto to live by. <br />Suggestions: <br />One: <br />1 <br />
