33 <br />.~issignment IlTumber II <br />Pursue a detailed review and propose revisions to the <br />County's current "Agenda Development Process". <br />How can the process be streamlined? How can more <br />timely responses and distribution of information be <br />introduced into workflow? How can that information <br />be arranged in a better format for more concise <br />presentation along with greater public access? <br />Various factors impact the length, substance and format of the <br />Orange County Board of County Convnission meetings. If <br />applied, these recommendations could help the meetings become <br />more streamlined and improve public perception. <br />FIRST, "any" controversial issue will disrupt the normal meeting <br />process. Some local governments have gone to a format of <br />holding "special" meetings on a particular issue to allow <br />other business to be handled in a normal manner at regular <br />meetings. Special meetings create scheduling issues, but if there <br />are a lot of these items occurring, create a meeting calendar and <br />allows regular application of the "special" meeting consideration. <br />When there is no issue, do not meet. <br />I\TEXT, improve the meeting "abstract" process. Currently 15 <br />days before a scheduled meeting departmental submissions must <br />be into the Manager to qualify for placement on the agenda. (I <br />imagine there are exceptions made to this policy.) 15 days before <br />the next scheduled meeting is actually the day before the Board <br />holds it previously scheduled meeting. Staff works to complete <br />information due two weeks after the meeting they will attend that <br />given Tuesday to be turned in on that Monday. I assume the <br />Manager's staff does. not look at that information until after the <br />meeting they have already prepared to attend is over (Wednesday <br /> <br />
