Some services can be contracted out to <br />third parties if found cost effective. <br />Some system of routine inspections should be in place to assure <br />quality control exists. <br />Three: <br />Vehicle maintenance efforts could be enhanced. Many surplus <br />vehicles are stored at the county garage. Disposal of surplus <br />vehicles is needed to free up space at the garage site. There are <br />numerous other site oriented issues. <br />Four: <br />Analysis should be pursued to determine how cost effective <br />vehicle maintenance practices are currently. Inventory of <br />vehicle parts, batteries and tires should be reviewed for <br />effectiveness. <br />SITll~MA12X <br />These observations are basic and not to be taken as absolutes. <br />Further study and analysis could be appropriate. None of <br />recommendations is to be taken as overtly "critical" of existing <br />practices or personnel in a sense of "highlighting" weaknesses. <br />Each comment is an attempt to ask four basic questions: <br />(l) Why are we doing this or that in a certain manner? <br />(2) Are there contributing factors that prevent or prohibit <br />other options? <br />(3) When was the last time these issues were addressed, <br />reviewed or modified? <br />(4) Is there a better, more effective and/or efficient approach <br />to be considered? <br />2s <br />
