2$ <br />This is currently spay-as-you-go expense that has an <br />escalating impact upon future budgets. For the current fiscal <br />year, $657,600 is budgeted for retiree insurance and $347,500 <br />for Medicare supplemental coverage. Total insurance coverage <br />for active employees is budgeted at $6,066,000. The scope of <br />these numbers will grow as insurance costs rise and more <br />employees retire. It is a great benefit. The question: is it a <br />sustainable financial commitment? <br />Six: <br />FIR has become more directly involved in assisting departments <br />with reorganization analysis. That work should be continued. <br />Seven: <br />The county should seek to have its formal personnel policies. <br />(once adopted) accepted as substantially equivalent to those <br />covering employees now governed under the State Personnel <br />Act. This would bring consistency and uniformity to how the <br />county handles personnel issues. <br />Eight: <br />In handling several personnel matters it has become evident that <br />the county needs a formalized training program to assist mid <br />level managers in preparing themselves for promotion; to assist <br />and assure that long-term county senior staff is updated on more <br />effective personnel practices; and, to make sure all county <br />employees get basic introduction to human relation skill <br />building training opportunities. <br />PURCHASING, CENTRAL SERVICES, et.al <br />As currently structured, this consolidation of services was just <br />implemented in July and there are many items yet to be <br />addressed. These comments are based upon departmental visits <br />and conversations with several other departments. Some of <br />input is unconfirmed but deserving of study and analysis. <br />24 <br />
