20 <br />commitment for the life of the debt associated with the project <br />should be obtained. <br />Long term the county should address solid waste collection <br />needs in the rural areas through some systematic process that <br />allows for the eventual closure of most of the green box centers. <br />Experience with both services leads me to believe that over time <br />curbside collection allows for more effective and efficient <br />allocation of resources. Currently the green box sites are funded <br />by the general fund (county wide taxes). We staff these sites <br />and haul the materials from those sites to destinations using <br />county staff and vehicles. The rolling fleet for Solid Waste is <br />quite extensive. . <br />The county's 3R billing process if handled appropriately could <br />be the basis for shifting from a tax based green box system to a <br />curbside fee based one. Eventually, the current system will <br />either require greater tax revenues or reduced operations. <br />Observations: <br />One: <br />Staff generally opposes contract operations based on pride in <br />their efforts. <br />Two: <br />The county has a 30 year financial commitment to maintain the <br />existing landfill beyond its closure. It is uncertain if existing <br />reserves are adequate to cover `potential' unknowns. Options to <br />reuse the site for `revenue' producing outcomes should remain a <br />priority. <br />Three: <br />This department has a public outreach effort in place that has <br />over 2000 contacts. That is a resource to be made available to <br />16 <br />
