10 <br />The county's population distribution and rural road system <br />contribute to difficulties in establishing adequate response times <br />to EMS calls. Additional resources, station locations and a GPS <br />vehicle locator system can help. Adequate personnel resources <br />are available within the region which is a plus compared to <br />other parts of the state. <br />Reorganization and changing mission parameters are adding to <br />personnel issues. Sensitivity to these issues should remain in <br />the forefront, but public safety considerations are paramount. <br />Past, history indicates the county should continue to pursue <br />solutions in a timely manner. <br />Resolution of the Orange County Rescue Squad issues may <br />require aggressive action by the BOCC to ultimately resolve. <br />The BOCC needs to prepare itself by developing options for <br />consideration and formulating a consensus position for action. <br />H~.T1~~T ~~HTS ADD flaELA'TI®IVS <br />This department operates independently of other county <br />functions. The staff is committed to their efforts. There are two <br />advisory boards associated with this operation making decisions <br />relative to its mission and structure more difficult. <br />There are elements of their work that do have. interaction with <br />other county functions but are limited in scope. There is a lot of <br />"advocacy" on the part of staff. That effort is usually pointed <br />toward other governments and/or individuals with final <br />resolution coming via external resources in most cases. There is <br />some federal money for training and successful case reviews. <br />However the budget associated with this group of attorneys and <br />professional support staff is county funded. <br />Elements of this function could be considered for shifting to a <br />private non-profit volunteer agency if available.
