24 <br />3. Referral of the proposed amendment to the Planning Board <br />for review and recommendation - approximately one (1) to <br />three (3) months depending on board workload, <br />4. Review and action by the BOCC — approximately one (1) <br />month, <br />5. Anticipated decision by BOCC: September 15, 2009 <br />The total timeline for the development and possible implementation <br />of this option is eight (8) months. Staff would have to devote existing <br />resources to develop and present this proposed amendment as well <br />as generate all necessary memorandum(s), maps, and other support <br />documents that may be required. <br />PRO's: This option would keep the existing limitations in place but would <br />allow for the required septic and /or repair areas for each parcel of <br />property not to be included within the acreage limit calculation. <br />CON's: This option represents a potential recordkeeping nightmare for staff. <br />The County would be required to keep constant track of development <br />on property to ensure compliance with the acreage limitations while <br />at the same time keeping track of the acreage of commercial zoned <br />property not subject to the limitation. <br />This option is not an effective means of regulating development <br />within the Node nor is it an effective means of encouraging additional <br />development. <br />OPTION FOUR: Complete a Small Area Plan for the White Cross Node developing <br />specific standards and guidelines governing development. <br />TIMELINE: The implementation of this option involves the following timeline: <br />1. Development of a formal proposal to initiate the Small Area <br />Planning process for review and approval by the BOCC — <br />approximately one (1) month, <br />2. Sanctioning of the Small Area Plan proposal by the BOCC — <br />unknown timeline. <br />3. Advertise the creation of a Small Area Plan Task Force to <br />invite community representatives to participate in the Plan <br />development - approximately one (1) month, <br />4. Creation of the Task Force by the BOCC — unknown timeline, <br />5. Community meetings and outreach developing the Plan — <br />approximately six (6) to nine (9) months from date Task Force <br />is formed, <br />6. Completion of Small Area Plan — approximately two (2) <br />months, <br />7. Approval of Plan by Task Force — approximately one (1) <br />month, <br />
