39 <br />Section 24.5 Interpretation. <br />In the interpretation and application of this Ordinance, all provisions shall be: <br />a. Considered as minimum requirements; <br />b. Liberally construed in favor of the governing body; and, <br />c. Deemed to neither limit nor repeal any other powers granted under State statutes. <br />Sec. 24.6 Effect on rights and liabilities under 'the existing flood damage <br />,Qreven Ion ordinance. <br />This Ordinance in part comes forward ..by re- enactment of some of the revisions of the <br />Flood Damage Prevention Ordinance enacted March 2 1981 as amended and it is the <br />intention to r�lace re enact and continue to enforce without interruption of such existing <br />revisions so that all ri hts and liabilities that have accruea herewidGi GLLG reserve and <br />ma be enfozced. The enactment of this Resolution shall not affecfi an action suit or <br />roceedin instituted or endin . All revisions of the Flood Dam a Prevention <br />ded which are not <br />Ordinance of Orange <br />Coun enacted on March 2 1981 as amen <br />reenacted herein, are repealed. <br />Sec 24.7 Disclaimer of Liability — Flood Regulations <br />The de gee of flood refection re aired b this Ordinance is considered reasonable but <br />does not imply total flood protection. <br />PART XXII.
