25 <br />Section 24.5 Interpretation. <br />In the interpretation and application of this Ordinance, all provisions shall be: <br />a, Considered as minimum requirements; <br />b. Liberally construed in favor of the governing body; and, <br />c. Deemed to neither limit nor repeal any other powers granted under State statutes. <br />Sec. 24.6 Effect on rights and liabilities under the existing flood damage <br />prevention ordinance. <br />This Ordinance in part comes forward by re- enactment of some of the provisions of the <br />Flood Damage Prevention Ordinance enacted March 2, 1981, as amended, and it is the <br />intention to replace, re- enact, and continue to enforce without interruption of such existing <br />provisions, so that all rights and liabilities that have accrued hereunder are reserved and <br />may be enforced. The enactment of this Resolution shall not affect any action, suit or <br />proceeding instituted or pending. All provisions of the Flood Damage Prevention <br />Ordinance of Orange County enacted on March 2, 1981, as amended, which are not <br />reenacted herein, are repealed. <br />Sec. 24.7 Disclaimer of Liability — Flood Regulations <br />The degree of flood protection required by this Ordinance is considered reasonable but <br />does not imply total flood protection. <br />PART XXII. The FIRM is hereby amended by LOMR with an effective date of August 7, 2008. <br />1. Summary of Map <br />Amendment #115 -CWG (C ) dated MU 16, 2008. <br />PART XXIII. That Section I Purpose, Authority, Jurisdiction, Private Property Rights and <br />Applications to be Processed Expeditiously of the Subdivision Regulations is <br />hereby amended as follows: <br />I -F.
