Other•.agencies to be located on the lower floor are the <br />Life Enrichment Center, Council on Aging and the remaining area will be <br />reserved for expansion space. On the first floor will be located the <br />library. Mr. Nassif informed the Baard that the Library Board had <br />employed a library consultant to aid in the design of the libzaxv and <br />some changes have been implemented into the plans. The Library Board <br />seems to be pleased with the plans. Mr. Nassif stated that the original <br />front steps of the Gradv Brown building twill be torn away anc? an entrance <br />will be directly into the lower level of the building. The lower level <br />will have an elevator which will serve only the first floor and not the <br />second floor of this wing. He pointed out certain areas of the building <br />which could be locked off and other areas which could be opened without <br />opening without opening the entire floor. To get from the Librarv to <br />other parts of the building, one would use a connector, which is the <br />main entry for the upper two levels of the neta wing and the upper level <br />of the old wing. The connector twill have an elevator to serve these <br />two floors. <br />P4ental Health will be located on one of the wings Of the upper <br />level. P4r. Nassif stated that space for P*ental Health will suffice <br />longer than any other agency in the building. Individual offices have <br />been designed for personnel in Mental Health. <br />Social Services will be located on the top floor of the building, <br />offices are designed in groupings of four. There is 14,000 square feet <br />of space available on both twinge for Social Services. <br />The Health Department, which is on the lower level' will have ramp <br />entrances as will all other agencies located in the buiJ_c?ing. <br />Parking for the agencies will be where the tennis courts are now <br />located and where the old gym presently stands. These parking areas will <br />be reserved for client's use. Employees will park behind the building <br />wiht an entrance off of nueen Street. D'[r. Nassif suggested that the <br />parking area in front of the gym be eliminated and this space be land- <br />scaped. <br />PSr. Nassif stated that bid time renuired a four week period, and <br />he suggested that. both bids for Grar~v F3?:ntan and the jail come in together. <br />He suggested further that bids on f'ra~~4r ^rown go out when the design is <br />finished and that the bids for the jail, rn rnat the third week in February. <br />It will then .be necessary to extend f~r~e b;..r, for the Grady Brown building <br />to bring both bids in at the same time. F?e stated that construction could <br />start as early as April, 1978, and the Grady Brown building could be com- <br />pleted by Janaury of 1979. <br />Mr. Nassif will present the design for the jail at the February 6th <br />Baard meeting. <br />The Chairman asked the Board to hear from Dr. ^lilliam P?ayes, Chairman <br />of the County Health Board. Dr. T?ayes will present a consi~?eration for a <br />Health Department Budget revision. Ar. ^?ayes stated that the Health Board <br />has during past months discussed staffing ec[uiprtent needs, and have pro- <br />posed a budget revision for non-personnel and personnel costs to solve <br />some of the problems with projected underexpenditures of the 1978 fiscal <br />year budget. Ar. r?ayes stated that through an analysis of expenditures <br />in the Health Department up through December 31, 1977, it had been real- <br />. ized that at the present rate of expenditures, the Health Department will <br />have an estimated $28,220 left over as of Junb 30, 1978. Dr. Mayes re- <br />quested of the Board a transfer of funds to fund three additional Sani- <br />tarians and one Laboratory technician. $7,629.19 is requested to be <br />transferred to pay for needed equipment in the Health Department. Dr. <br />t7ayes emphasized that no additional allocation is being reRUested of <br />the Commissioners. <br />Commissioner rustaveson stated that the Board was aware of the new <br />septic tank regulations and the proposed subdivision regulations which <br />would bring about additional work anc? he honed the Health Roard would <br />consider some fee for these services. <br />Commissioner ?9illhoit pointed out the increase in developmental <br />activity in the County from last year to this year which has caused <br />tremendous pressure for the Sanitarians, and that the neec' for additional <br />Sanitarians would continue. <br />
