Arts Commission -Proposed Procedures for Percent for Art <br />Anaroval of Capital Funds by County Commissioners Communication aoint: <br />County Commissioners.approve the capital budget allocations for ~ The Arts Commission presents the Annual Public Art Plan to <br />artwork for the coming year. - _ County Commissioners according to guidelines in the resolution <br />Time: estimated Mav -June (estimate) or ordinance. Time: May -June (estimate) <br />New Proiects - <br />Arts Commission reviews new projects and authorizes staff to <br />advertise to artists. Artist Selection Panel-members are identified for <br />projects to review applications. <br />...Time: Ongoing <br />Committees usually meet 3 times: orientation, review of written/visual <br />ao` materials, and interviews of finalists. Selection committees recommend <br />~ artists and alternates to the Arts Commission. <br />o Time: Ongoing <br />Approval of Artists <br />~ Arts Commission reviews and approves the decisions of the Artist Selection <br />Committees. Arts Commission presents recommendations to County <br />Commissioners for their approval. Artists are placed under contract. <br />a~ _ Community outreach by artists is a contract requirement. Formats <br />~~ > may include neighborhood meetings and focus groups with <br />o ~ questionnaires for participants and panel discussions. Independent <br />a research stakeholder meetin sand site visits are re wired. <br />,~ a <br />Design Development and Aoaroval <br />p o Based upon community outreach, research and design team meetings, artists <br />,~ a create preliminary design concepts. Arts Commission staff reviews designs with <br />~ ~ County staff and the design team to seek their input. Once internal approvals <br />~ ~ are certain, concepts are presented to the Arts Commission for comment; <br />~ o Members may approve or send the artist back to continue the design process. <br />Time: 4 mos. to 1 yr. (estimate) <br />Once final design documents are approved by the County and the <br />Arts Commission, the artist begins fabricating the artwork. <br />Completion and Dedication of Artwork <br />Before rnmpletion, the Arts Commission staff begins planning for the dedication <br />of the artwork. The program & speakers are arranged with the County agency. <br />Arts Commission meets on the second Monday <br />of each month, except July. Meetings <br />are listed monthly on the Arts Commission website <br />Communication point: <br />Arts Commission issues press releases with information on <br />projects & the artists. Arts Commission features new and <br />current projects in newsletters and electronic updates. <br />News alerts are sent and invitations to meetings/spedal events <br />are mailed to community residents, based upon artwork <br />location. All elected officials and board members receive these <br />notifications. Arts Commission has made it a policy to contact <br />council members to introduce artists at these meetings. <br />Communication aoint <br />For larger projects, press releases with visuals are released <br />to the media and covered in the Arts Commission newsletter. <br />Communication aoint <br />Arts Commission submits progress report <br />on current public art projects to County. <br />Time: b November 30 a imate <br />Communication point <br />Elected officials are invited to speak on behalf <br />of the facility and the artwork. <br />
