This Percent for Art Resolution and <br />Ordinance were created by the Arts Commission, based on Percent for Art Resolutions and <br />Ordinances adopted in other locales, primarily Chapel Hill. These documents were reviewed by <br />County officials and the County Attorney's office in 2004 when they were originally submitted for <br />consideration. Staff has updated page 1 of the Resolution to include additional public art projects <br />supported by Orange County since these documents were originally submitted in 2004. <br />There are approximately 450 public art programs in the U.S. Half of these programs operate with <br />a percent for art ordinance. Philadelphia has this country's oldest percent for art program, now 50 <br />years old. In North Carolina, percent for art ordinances exist in Asheville, Chapel Hill, Charlotte & <br />Mecklenburg County, and with Charlotte Area Transit System & Triangle Transit Authority. A '/2 <br />Percent for Art program for Raleigh was just adopted by the Raleigh City Council on February 17, <br />2009. <br />FINANCIAL IMPACT: Resolution Section 4.0: Budgeted Funds for the Percent for Art <br />Program -Each year in adopting the County's annual CIP budget, the BOCC would consider the <br />appropriation of 1 % of the total amount budgeted for each Eligible Construction Project to be set <br />aside and identified as funds to be appropriated and expended for acquisition or commissioning <br />of Artwork in accordance with the provisions of this Percent for Art Program. <br />Jeffrey York (Public Art Administrator, Town of Chapel. Hill) and Janet Kagan (Chair, Public Art <br />Network, Americans for the Arts) will be at the meeting to speak. <br />RECOMMENDATION(S): The Manager recommends the Board discuss an Orange County <br />Percent for Art Program by Resolution and Ordinance. <br />
