Landscaping of the total Northside property should be taken <br />care of to discourage vandalism. <br />Chairman Whitted informed the residents that these recommendations <br />should be put into writing and submitted to the Chapel Hi11 Town Beard. <br />biscussion ensued regarding the total site development of the North- <br />side property, following the question of when residents could expect improve- <br />ment to the Multi-Purpose Center. <br />Chairman Whitted stated the County Commissioners have not developed a <br />plan for the other properties at Northside. He stated the County currently <br />has two capital improvement projects underway. The County Jail and the <br />renovation of the Grady Brawn School Building. All County capital has been <br />committed through the budget year o f 1978. He spoke of the need to estab-- <br />lisp in Chapel Hill, County offices, since office spare is presently being <br />rented. There is a possibility that County Offices could be located on the <br />Northside site. There is a possibility that the renovation of the Multi- <br />Purpose Center at Northside could be addressed during the July, 1979 budget <br />proceedings. <br />Gloria Williams from Joint Orange Chatham Community Aation asked that <br />JOCCA and the other agencies located in the Multi-Purpose building be a <br />concern of the County Commissioners as they address the 1979 budget. She <br />asked that the Multi-Purpose building be renovated and brought up to minimum <br />property standards. She further asked that as the Commissioners consider <br />the capital outlay planning, that the Multi-Purpose Center be made a number <br />one tap-notch community center, which will house various County agencies as <br />well as a Senior Citizen Service Center to serve older residents of Orange <br />County. <br />Gotha Lassiter spoke of improvements needed to McMasters Street. She <br />stated when the street was paved, it was cut very low which left the road <br />banks too high and access into the property owner's driveway was not provided. <br />She added that outside lighting around the Multi-Purpose building was <br />desperately needed. <br />James Brittian asked the Board to consider the possibility of housing <br />one representative from all human services agencies in one location so <br />clients will not have to go to so many different locations. He stated he <br />particularly was speaking of services to the elderly. <br />Edwin Cladwell stated he believed the consensus of the group at this <br />meeting is there are no problems with the construction of the Administrative <br />Building for the Housing Authority at the Northside area. Further, Mr. <br />Caldwell stated that the residents of the community were concerned about <br />what goes on at the Nortside School property.
