completed or are in progress. As these activities reach a definitive conclusion, an enhanced EA <br />incorporating the findings of these additional investigative activities will be compiled into a single <br />document. The enhanced EA will be submitted to the State Clearinghouse for regulatory agency and <br />public comment as was done for the initial EA. <br />2.8 Site Access <br />Mr. Chuck Edwards, with the NCDOT District Engineer for Orange County, has been previously <br />consulted regarding entrance road requirements for the transfer station. At an on -site meeting, Mr. <br />Edwards stated that a traffic study would not be required for the projected number of vehicles coming <br />to and leaving the transfer station. He further . stated that there were no conditions that would prohibit <br />construction of the - entrance road or that would require unusual or extraordinary measures. <br />Discussions with Mr. Edwards included turn lanes and sight distances. A right -turn lane for west- <br />bound traffic would be required. Although Mr. Edwards was of the opinion that an east -bound left- <br />turn lane off of Highway 54 into the facility may be required by either NCDOT or the County based <br />on overall safety considerations, little or no traffic will enter the site from the west. Further analysis <br />would be required before .a final determrination could be made. <br />To date, Olver has anticipated a left -turn lane will not be installed but has included contingencies for such <br />an outcome. Planning for the entrance road will incorporate Mr. Edwards' preliminary comments, <br />NCDOT capacity analysis, and the County's recommendations. If the site is selected, a prelimixzary <br />concept design will be completed and submitted to the County Planning Department for review and <br />comments. Final design for the transfer station entrance road will be based on requirements and <br />recommendations of NCDOT and the County Planning Department and on overall safety considerations. <br />2.7 Fire protection <br />The State Fire Marshall's office and the County Fire Marshall have been the primary contacts for fire <br />protection measures at the proposed site. The Orange Grove VFD will be. contacted to inquire about <br />any additional recommendations for fire protection and safety at the facility. These recommendations <br />and requirements of the County Fire Marshall will be documented and incorporated into the design of <br />the proposed facility. It is our understanding that the Orange County Fire Marshall will have fmal <br />jurisdiction over required fire protection measures for the proposed facility. The preliminary building <br />design.., materials of .construction, and operating plan will be submitted to the County Fire Marshall <br />for final building classification and fire protection requi <br />fi rements . <br />2.8 Cultural Resources <br />WMW <br />A Cultural Resources survey has not yet been performed for the property, pending final. selection of <br />the site for the transfer station. No cultural resources impacts by the project are expected based on <br />site observations and review of mapping.
