1.0 INTRODUCTION <br />At its meeting on April 21 2009, the Grange County Board of County Conanaissioners (BOCC) <br />adopted a motion that, in part, required that an Environmental. Impact Statement (EIS) or an <br />equivalent assessment of environmental conditions be performed for the transfer station Candidate <br />Site 056 on NC Highway 54. An enhanced Environmental Assessment (EA) approach was developed <br />to further evaluate potential environmental issues raised during the initial EA phase related to the site <br />and Collins Creek. This report describes the activities incorporated into the enhanced EA, including <br />those completed to date and those in progress. Additional information and investigations related to <br />site access and fire protection are also included in this report. <br />2.0 ENVIRONMENTAL RELATED INVESTIGATIONS <br />2.1 Alternatives Anal sia <br />Several levels of Alternatives Analysis for Orange County waste management and disposal have been <br />completed and are briefly described below <br />® Na Action: Because the County will continue to generate significant quantities of municipal <br />solid waste (1VISW) that require disposal, in spite of significant successes in its recycling <br />program, the No Action alternative is not viable. <br />® New .Landfill: The County has previously made the decision not to site and construct a new <br />solid waste landfill within the County once the Eubanks Road Landfill has reached its <br />capacity. Therefore, this alternative will no longer be considered. In 2001, a resolution was <br />adopted, which was not to develop a new MSw landfill.. . <br />® Alternative Transfer f `er Station Facilities: A detailed analysis has shown that the use of existing <br />public and private transfer stations located outside of - the County as an alternative to <br />construction of a County Transfer Station is less favorable than the County -owned transfer <br />station on the basis of cost, waste management flexibility, and environmental concerns. <br />® Waste Management Alternatives: Two detailed reviews of alternative waste treatment and <br />disposal technologies, including waste to energy, have been completed in the last nine <br />months. Both reviews have shown that any viable alternative is likely to require a regional <br />approach that involves some form of partneting with other cities or counties and will take <br />years to plan, permit, and construct. Unless such a regional facility is sited near the center of <br />Orange County, the continued need for a transfer station will remain inevitable. Therefore, <br />available treatment and disposal technologies do not offer viable alternatives to a transfer <br />station for the County. <br />Orange County Transfer Station May 2009 <br />
