COVER SHEET
Date: February 2, 2009
Title of Activity: Orange County, NC Solid Waste Transfer Station
Submitted By: Board of County Commissioners
Orange County, North Carolina
200 South Cameron Street
Post Office Box 8181
Hillsborough, North Carolina 27278
Responsible State: Orange County Planning Department
Agency and Contact: Robert Davis
306 -F Revere Road
Hillsborough, North Carolina 27278
Type of Document: Environmental Assessment
Applicable Rule: Chapter 40 Orange County Environmental Impact Ordinance
Background: In the case of the proposed Orange County waste transfer station, the
DENR's Division of Water Quality and Division of Waste Management have
indicated that an EA and SEPA approval will not be required because the
proposed transfer station operation (250 tpd) is less than 350 tpd required
for such analyses. SEPA coordinators have also confirmed that an EA would
not be required in this particular case. Despite the fact that an EA is not
required by state regulations, it is required by the Orange County
Environmental Impact Ordinance and was completed as part of the due
diligence for this siting.
1•
The attached Environmental Assessment (EA) document reviews the
environmental impacts of the construction and operation of a 250 ton per
day solid waste transfer station located in the western part of Orange
County, North Carolina, off of NC Highway 54. The EA contains a project
description, review of the existing environment, the need for and
alternatives to the project, environmental impacts associated with the
project and mitigation measures for those impacts.
Environmental Assessment
Site 056
