Hughes, P.E. <br />Concerned about vernal ponds and need for <br />Environmental Impact Analysis and permitting <br />procedures to be followed. <br />Preserve Rural Orange - Laura Streiffield <br />The Environmental Assessment is <br />incomplete. Additional data is needed. A <br />waste transfer station would transform a <br />historically rural and agricultural area into an <br />industrial zone. <br />Comments under EA sections provided. <br />Attorney and Mediator Attorney for a <br />Points out errors in the Environmental <br />group of residents - James L. Conner 11 <br />Assessment. Proposal is not okay. <br />The Swamp School Letter to Ms. Susan <br />Wetlands are possibly indicated, however, the <br />Walser - Marc Seclinger, PWS <br />N.C. Division of Water Quality and U.S. <br />Environmental Protection Agency are the final <br />authority as to the determination of what <br />wetlands and waterways are subject to <br />Federal and State regulation. <br />Hal Owen & Associates, Inc. Soil and <br />Within the approximately 5 acre area <br />Environmental Scientists <br />designated for construction of the transfer <br />station two streams and three wetland areas <br />Krissina Newcomb — Environmental Scientist <br />were identified. The wetlands and streams <br />Hal Owen — Licensed Soil Scientist <br />should be verified by the US Army Corps of <br />Engineers. A permit application prior to <br />construction must be submitted to both the <br />Corps of Engineers and the Division of Water <br />Quality if wetland impacts are anticipated. <br />Plant and animal species with federal or state <br />classifications of endangered or threatened <br />status were identified. Of the species <br />identified the streams at this location have <br />potential to support only the Creeper Mussel <br />(no federal status, state threatened species). <br />NOTE — this report is contained within <br />ATTACHMENT FOUR ** <br />7 <br />
