Page <br />4.14 Environmental Justice <br />Complete and current information an the siting process is not <br />available to the public. <br />Prange County's planning and engineering consultant,, OIver Inc., created a <br />transfer station website to inform the public during the suing process. This <br />environmental assessment of Site 056 was received by the NC DOA on <br />February 20, 2009, and as of a week before the closing date of March ZQ, <br />2009 it was not posted on the county's transfer station website. <br />Other than posting the environmental assessment (after I notified county <br />Solid Waste staff Nast week), it appears that the website has not, been <br />updated since December 2008. Missing are dates of upcoming county <br />commissioners" meetings with scheduled presentations on the transfer <br />station, as well as several months of approved minutes from county <br />commissioners' meetings. <br />The consultant's calculations in applying criteria have not been posted or <br />made public, and representatives of Olver Inc. did not return repeated calls <br />from a reporter inquiring about the site selection process.' <br />The seller's price and restrictive berms and conditions of safe were not made <br />availably by county staff to county commissioners or the public prior to the <br />county's decision to pursue Site 055 in December 200$. Leiters from the <br />serer to county stiff referenced terms and conditions of environmental <br />significance, including: limiting road access to Teer Road rather than NC 54, <br />which would send trucks on a narrow country road that runs along Cane <br />Creek Reservoir,, and would necessitate an easement to the landlocked 1.4,E <br />acres through 41tVASA property; and immediate rezoning of seller's adjacent <br />road franc 8 -acre property from agricultural /residential to commercial <br />zoning. <br />Comments- Orange County Transfer Station Site 056 Environmental Assessment <br />Laura Str h eld, Preserve Rural Orange <br />
