West 54 LLC Solid Waste Transfer Station — Site Specifics: <br />Site The West 54 LLC property, formerly known within the consultant's Screening report <br />as Site 056, (hereafter 'the Site') is comprised of two (2) parcels of property under the <br />same ownership located on the northern side of NC Highway 54 totaling approximately <br />150 acres in area, further identified as follows: <br />A. Tract One [TMBL .6.26..5 / PIN 9739-67-3056) is a 142 acre parcel of <br />property, with no direct road frontage onto NC Highway 54, and <br />B. Tract Two [TMBL 6.26..271 PIN 9739-645698) is an 8 acre parcel of property <br />with approximately 350 feet of frontage on Highway 54. <br />The properties comprising the site are approximately 7 miles west from the corporate <br />limits of the Town of Carrb'oro and is 450 feet east of the intersection of NC, Highway 54 <br />and Morrow Mill Road (Please refer to ATTACHMENT TWO for a map showing <br />additional detail). <br />The Site is zoned Agricultural Residential (AR). Tract Two is located within a Rural <br />Neighborhood Activity Node while the majority of Tract One is located within the <br />Agricultural Residential land use element category as defined within the Orange County <br />Comprehensive Plan and delineated on the Orange County Land Use Element Map. <br />The Site is not located within a water/sewer service area, as denoted on the Water <br />Sewer Management Planning and Boundary Agreement. As a result, the Site will need <br />to be served via a ground absorption septic system and individual well reviewed and <br />approved. by the Orange County Health Department (Please refer to ATTACHMENT <br />THREE for a copy of the Water Sewer Management Planning and Boundary Agreement <br />Map). <br />In accordance with the Orange County Zoning Ordinance, specifically Section 4.3 Table <br />of Permitted Uses, staff has determined that a Solid Waste Transfer Station, in this <br />specific case, represents a governmental facilities and office buildings which is listed as <br />a permitted use of property within the AR zoning -district. In order for a Solid Waste, <br />Transfer Station to be developed on the property, the project will have to go through the <br />site plan review/approval process detailed within Article Fourteen (14) of the Zoning <br />Ordinance at such time as the property is owned by the County. <br />Based on existing mapping data, as well as field observations completed by the County <br />Erosion Control (EC) staff during an authorized inspection occurring in January of 2009, <br />6 water features were identified on the Site. EC staff identified a series of unconnected <br />pools near the front portion of Tract One along with a stream/drainage way running <br />through the northeastern portion of the property. EC staff further verified the presence <br />of several streams and drainage ways on adjoining properties. <br />As a result of these findings, the Planning Director and the Solid Waste Management <br />Director recommended that a wetland delineation and a species inventory be performed <br />N <br />
