Benedict, AlCP, Director <br />Current Planning 306E Revere Road <br />(919) 246-2676 P 0 Box 8181 <br />(919) 644-3002 (FAX) Hillsborough, <br />www.co.orange..nc.us North Carolina, 27278 <br />I I*t# <br />ENVIRONMENTAL IMPACT ORDINANCE <br />FINDING ON WEST 54 LLC <br />SOLID WASTE TRANSFER STATION APPLICATION: <br />In accordance with the provisions of the Orange County Environmental Impact <br />Ordinance [BIO) the following report details staff's review of an initial Environmental <br />Assessment (EA) and the issuance of a Finding of No Significant Impact (FONSI) on the <br />project, and associated material, as referenced herein. <br />Introduction: <br />Olver Incorporated (hereafter 'the consultant') submitted a project, on behalf of the <br />Orange County Solid Waste Management department, relating to the possible <br />development of a Solid Waste Transfer Station within Orange County. The various <br />properties identified within the submitted report as possible sites for the transf6r station <br />were not under the County's ownership at the time the report was generated. <br />As part of this project the consultant submitted and completed an Environmental <br />Assessment (EA) for a specific site, specifically Site 056, detailed within the plan in <br />accordance with the provisions of the County ElO (Please refer to ATTACHMENT ONE <br />of this document for a copy of the EA, along with two (2) addendums, completed by the <br />consultant). <br />Upon the request of the BOCC, the consultant provided additional site information <br />beyond the basic concept EA requirements in the form of an enhanced EA. This <br />replicated a level of review similar to a full Environmental Impact Statement (EIS). <br />The following review and assessment of the EA has been completed by Orange County <br />Planning staff, in accordance with the provisions of the EIO. <br />
