® As previously noted, a wetland reconnaissance investigation was conducted for the remainder of <br />Site 056. The property boundaries were walked and several traverses conducted across the site. <br />Areas that appeared to meet the criteria for jurisdictional wetlands or streams were <br />approximately located and preliminarily mapped. See the attached site layout drawing for the <br />wetland delineation line (i.e., a site reconnaissance was prepared for the area (west LLC <br />property) north of the line and a detailed wetland delineation for the property south of the line). <br />The findings of the wetland investigation and site reconnaissance were documented by HOA in <br />the revised wetland and Endangered Species Investigations report dated April 29, 2009, which <br />was made available to the public as part of the WTS siting process. <br />® Summit Consulting surveyed and prepared mapping for the wetland boundaries identified and <br />flagged by HOA during their detailed wetland investigation of the southern half of the site. This <br />survey was used by Olver Incorporated to establish potential wetland impacts resulting from <br />development of the proposed WTS on the site. <br />® Based upon the preliminary WTS site layout, wetland impacts are avoided with exception of one <br />crossing of a wetland area by the entrance road.. <br />® The USCOE conducted a site investigation of the wetland delineation prepared by HOA on June <br />18, 2009, and made minor adjustments to the wetland boundary previously established. <br />® A final survey (plat) of the wetland boundaries was prepared by Summit Consulting and <br />submitted to the USCOE for certification. The USCOE 'issued (on August 11, 2409) a <br />Notification of Jurisdictional Determination certifying that the plat accurately recorded the <br />boundary of the jurisdiction of Section 404 of the Clean water Act. The total jurisdictional <br />wetlands as certified by the USCOE is 5.66 acres (0.85 acre of Tract 1 and 4.81 acres of Tract <br />2). Note: Tract 1 is the USCOE designation for the 8.0 -acre parcel of property adjacent to <br />Highway 54, and Tract 2 is the USCOE designation for the southern end of the 142.7 parcel. <br />The preliminary site plan was revised with respect to the certified wetland delineation. Based <br />upon the preliminary layout,. approximately 2700 square feet (0.062 acre) of actual wetlands <br />would be disturbed by the entrance road crossing. See attached site layout. <br />The receipt of the Notification of Jurisdictional wetlands from the USCOE represents the <br />completion of a significant step in the development of the WTS site. The determination of the <br />extent of wetlands by the USCOE is a necessary and well- established process, needed to provide <br />a basis for design of the facility to avoid impacts to jurisdictional wetlands, and a means to <br />mitigate impacts where they cannot be avoided. Any work impacting jurisdictional wetlands <br />will be done under permits from the USCOE. <br />As stated above and as has been noted publicly at several regular BOCC meetings and/or work sessions, <br />the entrance road into the WTS will need to cross a narrow strip of linear wetlands. The following steps <br />will be taken regarding permitting of this wetland crossing: <br />The entrance road crossing will be designed to minimize the impact to the wetlands by crossing <br />a narrow portion of the strip of wetlands at a right angle. Refer to the proposed site layout.
