Secondary Road Investigation Reports <br />PURPOSE: To make a recommendation to the North Carolina Department of Transportation <br />(NCDOT) concerning a petition to add subdivision roads in Churton Grove Phase 3 to the State <br />Maintained Secondary Road System. <br />BACKGROUND: Churton Grove Planned Development was approved by the Board of County <br />Commissioners (BOCC) through the Class A Special Use process, rezoning process and major <br />subdivision process. The roads within Churton Grove were originally platted and approved as <br />public roads. The BOCC has previously recommended that the NCDOT accept maintenance of <br />roads platted in Phase I (Churton Grove Blvd., Dunn Place, McRae Place, Foreman Street, <br />Patrick Henry Lane, James Madison Place), Phase II-A (Churton Grove Blvd. Ext., Ainsworth <br />Drive, East Bromfield Drive, West Bromfield Drive, Hadfield Drive, Cavell Court) and Scotswood <br />Boulevard, the major access street off US Highway 70 (US 70) into the planned development. <br />The developer of Churton Grove Planned Development has petitioned the North Carolina <br />Department of Transportation to accept maintenance responsibilities for Alanbrook Court (2 <br />homes), Churton Grove Blvd, Extension of SR 1653 (27 homes), Cobalt Ridge Drive (8 homes), <br />Cranborn Place (4 homes), East Chapman Court (9 homes), North Scotswood Boulevard <br />Extension (24 homes), Starmont Drive (22 homes), West Chapman Court (11 homes), and <br />Woodlawn Drive (4 homes). Churton Grove is located in the Northeast quadrant of US 70 and <br />St. Mary's Road in Hillsborough and Eno Townships. <br />The Board of County Commissioners approved a Class A Special Use Permit fora 410 single- <br />family lot, 216 multi-family unit and 65,460 square foot commercial complex Planned <br />Development for Churton Grove in May 1986. The change in the zoning of the property and the <br />Special Use Permit for the Planned Development became active in March 1998. <br />This application meets the criteria endorsed by the Board of County Commissioners for <br />recommending acceptance of a public road into the State Maintained System for roads <br />approved through the governing jurisdiction's major subdivision process. <br />
