G ~.; ._ <br />MINUTES <br />ORANGE COUNTY BOARD OF GOMP4ISSIONERS <br />NOVEMBER 28, 1977 <br />The Orange County Board of Commissioners met on Monday, November 29, <br />1977, at 7:30 p.m., in the Commissioners' Room of the Courthouse in <br />Hillsborough for the purpose of a work session with the Planning Board. <br />Those present were Chairman Richard Whitted, Commissioners Norman <br />Gustaveson, Jan Pinney, Norman Walker, and Donald Willhoit. <br />Other present were 5. M. Gattis, County Manager, Neal Evans, Finance <br />Director, Ervin Dobson, Planning Director, and members from the County <br />Planning Staff. Members o£ the County Planning Board present were nr. <br />Robert Bonar, ChairmanS Ms. Jean Anderson, Hilliard Caldwell, William <br />Breeze, Paul Gates, and Lindsay Efland. <br />The first item for discussion was the extraterritorial zoning request <br />from the Town of Chapel Hill. The Planning Board had recommended to the <br />County Commissioners that the request be denied. The County Commissioner; <br />at a later meeting had requested the Planning Staff gather certain informa- <br />tion regarding natural boundaries of the area, future planning in these <br />areas, the Town's policies regarding mobile homes and the possibility of <br />adopting same of Chapel Hill's policies effecting transision areas with <br />consideration given to the County's Land Classification system. <br />Dr. Robert Bonar, Chairman of the Planning Board, stated that the <br />Planning Board recommended the Board of Commissioners deny the request <br />since the Planning Board felt the area would be drawn under the jurisdic- <br />tion of the Town of Chapel Hill and yet have no representation on the <br />governing Board of the Town. Further, the Town could already extend to <br />the one mile limit. <br />Chairman Whitted pointed out that since the County was exercising <br />zoning and subdivision jurisdiction in these areas, the one mile option <br />did not prevail. <br />Ms. Jean Anderson raised the point that there must be a limit to the <br />growth of Chapel Hill. She stated that with growth, utilities services <br />must be provided. She also stated that at the October public hearing, <br />only a few people spoke in favor of the extraterritorial request. <br />Dr. Bonar spoke of the plans of the landfill in the New Hope area. <br />He stated that since Chapel Hill wanted the landfill to remain zoned <br />industrial, this would lead one to believe that the Town had plans for <br />industrial use of the area and this would be in conflict to the wishes <br />of the residents of the New Hope area. <br />Lindsay Efland pointed out to the Board the belief of some residents <br />that Chapel Hill was discriminating against mobile home dwellers. <br />Commissioner Gustaveson stated that there are serious problems in <br />certain subdivisions which are divided by the existing boundaries and <br />also areas that would be annexed into the Town soon. <br />Dr. Bonar informed the Board the Planning Board had requested the <br />Town's Planning Board to indicate areas that might be added to the Town <br />soon so these areas could be given special attention. Dr. Bonar stated <br />that at this time, he feels he does nto know the areas the Town might <br />annex during the reasonably near future. Dr. Bonar further commented <br />about Chapel Hill's idea of establishing a greenbelt. <br />Tn conclusion, the Board of Commissioners will correspond with the <br />Town of Chapel Hill and attempt to gather information relating to the <br />Town's annexation plans over the next few years. These plans will be <br />reviewed and negotiations will be forthcoming concerning a more definite <br />extraterritorial proposal. <br />The second item on the agenda was an update of the Subdivision Regula- <br />tions presented by Hal Minis of the Planning Department. <br />Mr. Minis informed the Board that all Township Advisory Councils have <br />had at least one meeting concerning the Subdivision Regulations.
