4. Consent Agenda <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner <br /> Pelisser to approve those items on the consent agenda as stated below: <br /> a. Minutes <br /> This item was removed and placed at the end of the consent agenda for separate <br /> consideration. <br /> b. Appointments <br /> (1) Agricultural Preservation Board — Reappointments <br /> The Board reappointed Howard McAdams to a first full term ending June 30, 2012; Spence <br /> Dickinson to a second full term ending June 30, 2012; and Patrick McGarry to a first full <br /> term ending June 30, 2011 to the Agricultural Preservation Board. <br /> (2) Board of Health — Reappointment <br /> The Board reappointed Anissa Vines to a second full term ending June 30, 2012 to the <br /> Board of Health. <br /> (3) Commission for Women — Reappointments <br /> The Board reappointed Rae Buckley and Shannon Jackson to first full terms ending June <br /> 30, 2012 to the Commission for Women. <br /> (4) Orange County Board of Adjustment— Reappointments <br /> The Board reappointed Dawn Brezina and Thomas Brown to second full terms ending June <br /> 30, 2012 to the Orange County Board of Adjustment. <br /> (5) Workforce Development Board-Regional Partnership — Reappointments <br /> The Board reappointed Nancy Coston, Bradly Broadwell, Cleon Currie, and Keith Norwood <br /> to the Workforce Development Board. <br /> c. Mural Painting by Michael Brown for Visitor Bureau Breezeway Entrance <br /> The Board approved a mural design by Michael Brown at a cost of $6,500 for the Bentley <br /> building, an Orange County building in Chapel Hill that houses the Visitors Bureau and other <br /> departments. <br /> d. Murphey School National Register Nomination, HP-1-09 <br /> The Board approved the National Register Nomination of Murphey School based on the <br /> findings of the Orange County Historic Preservation Commission, and authorized the Chair to <br /> sign paragraph C of the Elected Officials Comment Form (Attachment#3). <br /> e. Soil and Water District Operational Agreement and ERCD/District Partnership <br /> The Board confirmed the organizational and administrative affiliation of the Soil and Water <br /> District as an Office with the Environment and Resource Conservation Department as <br /> approved by the Soil and Water District Board and reflected in the attached organizational <br /> chart. The formal affiliation of the Soil and Water District Office and the ERCD is proposed to <br /> be effective October 1, 2009 (which coincides with the beginning of the next federal fiscal <br /> year). An Operational Agreement, which will include details of a specific two-year partnership <br /> work plan, will be completed and brought before the Board for action at the August 18, 2009 <br /> regular meeting. <br /> f. Voluntary Agricultural District Designation: Quarry Dog Farm <br /> This item was removed and placed at the end of the consent agenda for separate <br /> consideration. <br /> Contract Renewal with Dr. James Miller, DVM, DBA North Churton Street Animal <br /> Hospital, for Spay/Neuter Services with the Animal Services Department <br /> The Board approved a contract renewal with Dr. James Miller, DVM, to provide spay/neuter <br /> surgery services for the Orange County's Animal Services Department at the unit price of $63 <br />
