Town Board adopted; approve the Resolution ratifying the Interlocal Agreement and authorize <br /> the Chair to sign the agreement; and direct staff to move forward on implementation by <br /> completing the tasks listed in Article 2 of the agreement, with a note to review the accuracy of <br /> the timeline for review with the corresponding jurisdictions. <br /> VOTE: UNANIMOUS <br /> 4-cc. RFP Award — Telephone System Replacement <br /> The Board considered awarding an RFP to Relational Technology Solutions (RTS), <br /> Chapel Hill to install an Avaya phone system to serve Hillsborough County offices; and <br /> authorizing staff to purchase the necessary switching equipment from a North Carolina State <br /> contract vendor or GSA contractor. <br /> Commissioner Gordon said that her concern is that this is an increase in the budget <br /> and it does not follow the CIP. <br /> Donna Coffey said that the $1 million for phones was approved in October 2008 and it <br /> is in the debt capacity for Fiscal Year 2009-10. This is not an additional item. <br /> Commissioner Gordon said that her argument is that the County is in a dire financial <br /> situation. Also, she thinks it would be more appropriate to consider this on June 16th as part of <br /> the budget. <br /> Purchasing and Central Services Director Pam Jones said that staff has planned to <br /> bring this in now for the last couple of years and the phone system is 15 years old. She said <br /> that new office buildings are coming on line and there is no way to provide phone service to <br /> the facilities. <br /> A motion was made by Commissioner Gordon to: <br /> - Award an RFP for the complete replacement of the telephone system serving <br /> Hillsborough County offices to Relational Technology Solutions (RTS) of Chapel <br /> Hill, North Carolina at an estimated cost of $400,000. <br /> - Authorize staff to purchase the network upgrade equipment through North <br /> Carolina State Contract or GSA at an estimated cost of $175,000. <br /> - Authorize the Chair to sign the needed documents following staff and Attorney <br /> review. <br /> (1, 2, and 5 of the Manager's recommendation — everything but the financial services part) <br /> There was no second. The motion failed. <br /> Donna Coffey said that the County does not have the money to pay for this in pay-as- <br /> you-go funds. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> to: <br /> - Award an RFP for the complete replacement of the telephone system serving <br /> Hillsborough County offices to Relational Technology Solutions (RTS) of Chapel <br /> Hill, North Carolina at an estimated cost of $400,000; <br /> - Authorize staff to purchase the network upgrade equipment through North <br /> Carolina State Contract or GSA at an estimated cost of $175,000; <br /> - Authorize the Financial Services Director to solicit a Request for Proposal to <br /> finance the system, results to be presented for approval at a later date; <br /> - Approve the Reimbursement Resolution; and <br />
