•Ensure properties in the Orange County Urbanizing Area (orange areas on map) are developed under Orange County standards (jointly developed for this area) prior to annexation into the Town of Hillsborough, and •Ensure Orange County Urbanizing Area representation on the Hillsborough Planning Board and Board of Adjustment. Recommendations • Receive public comments on the proposed Agreement • Consider staff's comments for inclusion into the Agreement (abstract includes path a & b to this recommendation) • Approve the Resolution ratifying the Interlocal Agreement and authorize the Chair to sign the Agreement • Direct staff to move forward on implementation by completing the tasks listed in Article 2 of the Agreement. Craig Benedict said that this agreement is very similar to the one in Chapel Hill and Carrboro. Commissioner Gordon made reference to the map and asked to change the Jordan Lake box to say "Existing 1 unit/2 ac (effective density 1 unit/3 ac)." Commissioner Yuhasz said that he would prefer that it be listed as a zoning requirement. Commissioner Gordon said it could be just left out. Craig Benedict said that this map is not a regulatory map. Discussion ensued on this matter. Commissioner Gordon suggested changing it to "maximum density 1 unit/2 acres." There was consensus to change this language. Commissioner Gordon said that she would be in favor of the amendments. Commissioner Jacobs said that the group made a correction on the map that still has not appeared. There is a waterline that goes down Grady Brown School Road. Commissioner Jacobs said that it would be logical for the Planning Board to make a recommendation before it is enacted. Craig Benedict said that the Planning Board has been involved and there will be mandatory Planning Board involvement for each land use plan amendment, etc. Commissioner Jacobs said that in the future the Planning Board needs to be involved in all land use planning. Commissioner Jacobs made reference to page 18 and courtesy review. He asked if this process was working. Craig Benedict said that he will work with the Manager's Office on getting information about this. A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger to close the public hearing. VOTE: UNANIMOUS A motion was made by Commissioner Jacobs, seconded by Commissioner Yuhasz to approve the proposed Interlocal Agreement between Orange County and Town of Hillsborough pertaining to the jointly prepared Strategic Growth Plan (with the map amendment about density suggested by Commissioner Gordon); include staff's comments in the Agreement, directing staff to work with the Town of Hillsborough to amend the language of the version the
