•Ensure properties in the Orange County Urbanizing Area (orange areas on map) are <br /> developed under Orange County standards (jointly developed for this area) prior to <br /> annexation into the Town of Hillsborough, and <br /> •Ensure Orange County Urbanizing Area representation on the Hillsborough Planning <br /> Board and Board of Adjustment. <br /> Recommendations <br /> • Receive public comments on the proposed Agreement <br /> • Consider staff's comments for inclusion into the Agreement (abstract includes path a & b to <br /> this recommendation) <br /> • Approve the Resolution ratifying the Interlocal Agreement and authorize the Chair to sign <br /> the Agreement <br /> • Direct staff to move forward on implementation by completing the tasks listed in Article 2 of <br /> the Agreement. <br /> Craig Benedict said that this agreement is very similar to the one in Chapel Hill and <br /> Carrboro. <br /> Commissioner Gordon made reference to the map and asked to change the Jordan <br /> Lake box to say "Existing 1 unit/2 ac (effective density 1 unit/3 ac)." <br /> Commissioner Yuhasz said that he would prefer that it be listed as a zoning <br /> requirement. <br /> Commissioner Gordon said it could be just left out. <br /> Craig Benedict said that this map is not a regulatory map. <br /> Discussion ensued on this matter. <br /> Commissioner Gordon suggested changing it to "maximum density 1 unit/2 acres." <br /> There was consensus to change this language. <br /> Commissioner Gordon said that she would be in favor of the amendments. <br /> Commissioner Jacobs said that the group made a correction on the map that still has <br /> not appeared. There is a waterline that goes down Grady Brown School Road. <br /> Commissioner Jacobs said that it would be logical for the Planning Board to make a <br /> recommendation before it is enacted. Craig Benedict said that the Planning Board has been <br /> involved and there will be mandatory Planning Board involvement for each land use plan <br /> amendment, etc. <br /> Commissioner Jacobs said that in the future the Planning Board needs to be involved <br /> in all land use planning. <br /> Commissioner Jacobs made reference to page 18 and courtesy review. He asked if <br /> this process was working. Craig Benedict said that he will work with the Manager's Office on <br /> getting information about this. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger <br /> to close the public hearing. <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Yuhasz to <br /> approve the proposed Interlocal Agreement between Orange County and Town of Hillsborough <br /> pertaining to the jointly prepared Strategic Growth Plan (with the map amendment about <br /> density suggested by Commissioner Gordon); include staff's comments in the Agreement, <br /> directing staff to work with the Town of Hillsborough to amend the language of the version the <br />
