A motion was made by Commissioner Yuhasz, seconded by Commissioner Pelissier <br /> to direct staff to conduct a preliminary evaluation of the Town site and report findings at the <br /> June 16th BOCC meeting; confirm staff will continue the COE wetlands determination of Site <br /> 056 and to return at the August 18th BOCC meeting with the results, including the Planning <br /> Department decision on the enhanced environmental assessment of the site; and consider a <br /> final decision on the location of the transfer station at the August 18th BOCC meeting. <br /> Commissioner Jacobs asked Gayle Wilson if he was planning to look at the previous <br /> criteria the Board had previously adopted (exclusionary, technical, and community-specific) <br /> and Gayle Wilson said that he would if the Board wishes. Commissioner Jacobs said that it <br /> would be only fair to do this. <br /> Commissioner Jacobs said that if the County does this, it would seem appropriate to <br /> have a community open house for staff to answer questions of the residents in this area about <br /> a transfer station and site, explain the waste centroid, etc. <br /> Laura Blackmon said to add these to the motion. She suggested doing the analysis <br /> first and then doing the community meetings over the summer. <br /> Chair Foushee said that it might help for the public to understand what a preliminary <br /> evaluation means. <br /> Gayle Wilson said that a preliminary evaluation would include: <br /> -Transportation access and traffic compatibility <br /> -Sufficiency of space for roadways, queuing, and parking <br /> -Buffer potential <br /> -Zoning designations and requirements <br /> -Access to utilities <br /> -Carbon footprint <br /> -Environmental protection and identification of environmentally sensitive areas <br /> -Adjacent land uses <br /> -Number of residents impacted <br /> -Historical and cultural impacts <br /> -Cost <br /> -Preparation of a conceptual site plan <br /> -Integration potential with existing Eubanks Road facilities and services <br /> -Millhouse Road community meeting <br /> Commissioner Gordon said that she is concerned about the lateness of this coming <br /> forward and she would like to follow the process that was followed for other sites. She read <br /> part of the technical criteria about the minimum site size. She said it appears that the Town of <br /> Chapel Hill has activated an exception to the 25-acre minimum. She is concerned that <br /> whatever is done that the process be followed. She agreed with evaluating using each of the <br /> criteria. <br /> VOTE: UNANIMOUS <br /> 7. Reports <br /> a. County Wide Archer Pay and Benefits Study Report <br /> The Board considered a report on the Archer Company Pay and Benefits Study and <br /> approving the County Manager's recommendations. <br /> Human Resources Director Michael McGinnis made this PowerPoint presentation. <br />
