5 <br />Attachment 3.1 <br />SECTION 1 -- BOCC Adopted Small Area Plan Implementation Specifics <br />Planning Staff has reviewed the recommendations provided in the Efland- <br />Mebane, Eno Economic Development District (EDD), and NC 57 Speedway Area <br />Small Area Plans and offers a prioritized list on the following page for staging <br />implementation. In the case of the Efland Mebane Plan, staffs list is consistent <br />with priorities suggested by the Efland- Mebane Implementation Focus Group, <br />which met during 2006/2007. <br />Given the number of recommendations, intergovernmental coordination <br />associated with some, and other significant planning projects that are also part of <br />the Planning Department's work plan, such as the UDO and Hillsborough /Orange <br />County Strategic Growth Plan, staff suggests proceeding with implementation of <br />SAPs as follows. <br />1) Focus on items shaded in grey, during FY'09 -'10, bringing items to <br />upcoming Quarterly Public Hearings where appropriate and required. <br />2) Planning Staff and Planning Board to revisit SAP recommendations <br />annually, focusing on items that have not yet been acted upon for <br />prioritization and recommendation to the BOCC. <br />The prioritization process mentioned in item number "2" above is to be initiated in <br />the year 2010 and conducted as part of the annual Planning Board review of the <br />Comprehensive Plan objectives and identification and prioritization of <br />implementation strategies, which is described in Attachment 5. Following is the <br />proposed schedule for reviewing SAP recommendations and identifying <br />implementation actions during 2010. This process would be repeated every year <br />thereafter until all SAP recommendations are fully considered. <br />September 2010 — Planning Staff presents its list of suggested SAP <br />implementation strategies and relationship to goals and objectives to the <br />Planning Board for consideration. The idea is for the Planning Board and <br />Planning Staff to come to agreement on a list to recommend to the BOCC. <br />October 2010 — Planning Board continues discussion and consideration of <br />SAP implementation strategies. <br />November 2010 — Planning Board finalizes its list of prioritized <br />implementation strategies for the upcoming year for recommendation to the <br />BOCC. Any remaining differences in opinion between Planning Staff and <br />Planning Board will be identified for transmittal to the BOCC. <br />December 2010 /January 2011 — BOCC receives recommendation(s) at <br />planning retreat(s). <br />
