5 Attachment 3.1 SECTION 1 -- BOCC Adopted Small Area Plan Implementation Specifics Planning Staff has reviewed the recommendations provided in the Efland- Mebane, Eno Economic Development District (EDD), and NC 57 Speedway Area Small Area Plans and offers a prioritized list on the following page for staging implementation. In the case of the Efland Mebane Plan, staffs list is consistent with priorities suggested by the Efland- Mebane Implementation Focus Group, which met during 2006/2007. Given the number of recommendations, intergovernmental coordination associated with some, and other significant planning projects that are also part of the Planning Department's work plan, such as the UDO and Hillsborough /Orange County Strategic Growth Plan, staff suggests proceeding with implementation of SAPs as follows. 1) Focus on items shaded in grey, during FY'09 -'10, bringing items to upcoming Quarterly Public Hearings where appropriate and required. 2) Planning Staff and Planning Board to revisit SAP recommendations annually, focusing on items that have not yet been acted upon for prioritization and recommendation to the BOCC. The prioritization process mentioned in item number "2" above is to be initiated in the year 2010 and conducted as part of the annual Planning Board review of the Comprehensive Plan objectives and identification and prioritization of implementation strategies, which is described in Attachment 5. Following is the proposed schedule for reviewing SAP recommendations and identifying implementation actions during 2010. This process would be repeated every year thereafter until all SAP recommendations are fully considered. September 2010 — Planning Staff presents its list of suggested SAP implementation strategies and relationship to goals and objectives to the Planning Board for consideration. The idea is for the Planning Board and Planning Staff to come to agreement on a list to recommend to the BOCC. October 2010 — Planning Board continues discussion and consideration of SAP implementation strategies. November 2010 — Planning Board finalizes its list of prioritized implementation strategies for the upcoming year for recommendation to the BOCC. Any remaining differences in opinion between Planning Staff and Planning Board will be identified for transmittal to the BOCC. December 2010 /January 2011 — BOCC receives recommendation(s) at planning retreat(s).
