The report will be presented for the Board of County Commissioners to accept the report and say the consultant's work <br />is done. <br />Craig Benedict: Similar to a Small Area Planning document, these types of plans discuss the research that has been done, case <br />studies, what we should do in the future, but they really do not create an implementation action (e.g. a specific zoning ordinance <br />text or map amendment) at that time. The Commissioners could say staff prepare what you believe, work with the Planning <br />Board on what you think the next steps are to do something with that study or Small Area Plan. That's when the Board can <br />reexamine the idea and do something with it or not. <br />AGENDA ITEM 3: APPROVAL OF MINUTES <br />July 1, 2009 Regular Meeting <br />MOTION made by Larry Wright to approve minutes. Seconded by Mark Marcoplos. <br />VOTE: Unanimous <br />AGENDA ITEM 4: CONSIDERATION OF ADDITIONS TO AGENDA <br />Brian Crawford: I would like to introduce you to our new Planning Board member, May Becker. <br />Introduction are made <br />May Becker is sworn in as a Planning Board member. <br />AGENDA ITEM 5: PUBLIC CHARGE <br />The Board of County Commissioners, under the authority of North Carolina General Statute, appoints <br />the Orange County Planning Board (OCPB) to uphold the written land development laws of the County. <br />The general purpose of OCPB is to guide and accomplish coordinated and harmonious development. <br />OCPB shall do so in a manner which considers the present and future needs of its citizens and <br />businesses through efficient and responsive process that contributes to and promotes the health, safety, <br />and welfare of the overall County. The OCPB will make every effort to uphold a vision of responsive <br />governance and quality public services during our deliberations, decisions, and recommendations. <br />The Planning Board pledges to the citizens of Orange County its respect. The Board asks its citizens to <br />conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At <br />any time, should any member of the Board or any citizen fail to observe this public charge, the Chair will <br />ask the offending member to leave the meeting until that individual regains personal control. Should <br />decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment <br />to this public charge is observed. <br />AGENDA ITEM 6: CHAIR COMMENTS <br />Brian Crawford: I will waive my comments. <br />AGENDA ITEM 7: COMPREHENSIVE TRANSPORTATION PLAN STATUS UPDATE <br />To receive information on the status of the Comprehensive Transportation Plan and upcoming <br />presentation to the BOCC and to discuss Planning Board involvement in the process. <br />Presenter: Karen Lincoln, Planner II <br />Karen Lincoln: I am the transportation planner. The purpose of this item is to update you and bring you into the loop on the <br />process that we are going through to develop a comprehensive transportation plan for Orange County. This is one the objectives <br />in the recently adopted Transportation Element of the Comprehensive Plan for the County. This plan will not be an <br />implementation plan but a long range, multi-modal plan to serve present and future needs of the County. It will be a minimum of <br />a 20 year horizon and will probably be a longer horizon than that. It will consist of four maps and a technical report, the highway <br />plan, bicycle plan, transit plan (rail and bus) and a pedestrian map. The plan is being developed in coordination with the North <br />Carolina Department of Transportation (NCDOT), the transportation planning branch, the Durham Chapel Hill Carrboro (DCHC) <br />Metropolitan Planning Organization (MPO) which is the regional planning organization that is federally mandated as the <br />transportation decision makers. Orange County is about half in the metropolitan boundary. The rest of the County is in the <br />
