Attachment 5.2 <br />SECTION 3 -- New Ideas — Ongoing Comp Plan Continued 20 <br />Proposed Steps <br />Following are proposed steps for development of the Planning Board's <br />prioritized Comprehensive Plan implementation strategies each year for <br />BOCC review and consideration at its planning retreat(s). <br />September — Planning Staff presents its list of suggested implementation <br />strategies and relationship to goals and objectives to the Planning Board for <br />consideration. The idea is for the Planning Board and Planning Staff to come <br />to agreement on a list to recommend to the BOCC. <br />October — Planning Board continues discussion and consideration of <br />implementation strategies. <br />November — Planning Board finalizes its list of prioritized implementation <br />strategies for the upcoming year for recommendation to the BOCC. Any <br />remaining differences in opinion between Planning Staff and Planning Board <br />will be identified for transmittal to the BOCC. <br />December /January — BOCC receives recommendation(s) at planning <br />retreat(s). <br />2. Monitoring and Evaluation <br />The 2030 Comprehensive Plan recommends development of a set of evaluation <br />criteria, including a set of sustainability and community building indicators, for <br />each Element of the Plan. In addition, status reports to the BOCC are suggested <br />to take place every other year beginning one -year after the adoption of the Plan. <br />Developing evaluation criteria and providing status reports will each require <br />coordination and participation among multiple County Departments but the latter <br />to a lesser degree. For this reason, Planning Staff is suggesting it lead an effort <br />to provide Comprehensive Plan status reports before any commitment is made to <br />coordinate development of evaluation criteria for each Element of the <br />Comprehensive Plan. If the BOCC desires specific and measurable evaluation <br />criteria, it is Planning Staff s recommendation that the Board identifies it as one of <br />its priorities in the future and a process can be developed at that time for the <br />Board's consideration. Adoption of a process could establish a clear purpose, <br />scope, and timetable, as well as the roles of departments, advisory boards, and <br />the public. <br />Planning Staff has already started preparing for the first Comprehensive Plan <br />status report to the BOCC. The following has been completed: <br />• Held a staff meeting among select department heads and key staff <br />(Element Manager's) to share and discuss implementation and reporting <br />ideas; <br />• Developed a standardized form for departments /advisory boards to report <br />accomplishments to the BOCC (to be collected by the Planning <br />
