Section 2- UDO Continued Attachment 4.3 15 <br />TASK TWO — DEVELOPMENT OF DRAFT UDO: <br />Under this task, staff will begin identifying revisions to existing development regulations <br />based on the comments made by identified stakeholders and begin the process of <br />developing the draft UDO. (Please note that these are only minor rewrites at this time and <br />other ideas will be reserved for future action and will tie in to Comprehensive Plan <br />implementation). <br />In beginning this process, staff has already identified the following regulations that are in <br />need for an update: <br />1. Modification of existing development standards, specifically: <br />a. Article Nine - Signage, <br />b. Article Ten - Parking, <br />c. Article Twelve - Landscaping, and <br />d. Article Six — Dimensional Requirements including, but not limited to: Section <br />6.31 Lighting and Section 6.27.11 Stream Buffers. <br />2. Revision of the Orange County Subdivision regulations to incorporate recent <br />changes to State law and eliminate identified inconsistencies, <br />Staff will also be requesting authorization to begin the process of developing and <br />implementing the Conditional Use /Conditional Rezoning review process, which has been <br />previous discussed at both the advisory and County Commissioner level. <br />Under this task, staff will engage in the following: <br />I. Advertise /distribute RFP (October 2009) <br />II. Notification of consultant being selected to work on project. This will include <br />finalization of contract(s) and approval of timeline for completion of tasks that will <br />be approved by the BOCC (Anticipated for December 15, 2009 meeting) <br />Ill. Begin revising the various regulations identified by staff and local stakeholders as <br />needing revision (To be completed in November 2009 through January 2010) <br />IV. Solicit courtesy review comments on the proposed revisions from County staff, <br />planning partners, the County Attorney's office, and applicable advisory boards (To <br />be completed in December 2009 through February 2010) <br />V. Begin working with consultant to perform various tasks associated with the <br />completion of the UDO (December 2009 through February 2010) <br />VI. Conduct community outreach meetings to outline revised sections and annotated <br />outline. Staff anticipates holding two (2) community outreach meetings (February <br />2010) <br />VII. Present revised regulations to the Ordinance Review Committee of the Planning <br />Board at its regular February 2010 regular meeting <br />VIII. Report findings to the BOCC (Anticipated for presentation at a February 2010 <br />BOCC regular meeting) <br />TIMEFRAME: Task Two (2) should take approximately four (4) months. <br />STAFF INVOLVEMENT: From an organization perspective, the following planning staff <br />shall be working on the completion of Task Two (2): <br />
