Section 2- UDO Continued <br />13 <br />TASK ONE — PROJECT INITIATION AND DEVELOPMENT OF OUTLINE: Attachment 4.2 <br />Under this Task, the Planning Department will implement a community outreach and <br />educational program intended on informing the general public on the overall scope and <br />purpose of the project as well as begin the process of working with various County <br />departments, our planning partners, the Planning Board, and advisory boards where <br />there is joint interest (i.e., Commission for the Environment and landscaping standards). <br />Under this Task, staff will also develop a final outline for the proposed new UDO. Staff <br />anticipates that there will be sections proposed for development within the new UDO <br />framework that will not be developed within this work plan. Several 'placeholders' will be <br />developed to reserve sections of the UDO to allow for additional development regulations <br />to be implemented overtime. <br />Under this task, staff will engage in the following: <br />I. Obtain approval/authorization from the BOCC to initiate the project and associated <br />work program as detailed herein (To be completed in August/September 2009) <br />II. Finalize proposed outline of new UDO (August/September 2009) <br />III. Conduct community outreach meetings to begin the process of educating <br />members of the general public on the overall purpose and intent of a UDO and this <br />planning process. Staff anticipates holding two (2) community outreach meetings <br />under this portion of the project (To occur in October of 2009) <br />IV. Meet with various County departments, local planning partners, and applicable <br />advisory boards to explain what this first phase of UDO development will be (For <br />consistency, a joint advisory board meeting may be utilized). Existing <br />contradictions and deficiencies within the existing land use regulations will also be <br />addressed. (To occur in September and October of 2009) <br />V. Develop a Request for Proposals (hereafter 'RFP') for a consultant to provide staff <br />support for the project. This task will include identifying and formalizing any and all <br />assistance that can be provided by an outside vendor, <br />A. Identify what work could be completed by a consultant, <br />B. Develop the methodology for the selection of a outside vendor to complete <br />work on the project, <br />C. Develop a formal work plan for the project, specifically: <br />i. Identify what work product would be generated by a outside vendor <br />for the project, <br />ii. Develop a methodology for reviewing and approving all work product <br />generated for the project, <br />iii. Establish the criteria for payment of accepted work product, and <br />iv. Establish a formal timeline for the delivery of all required elements for <br />review, approval, and incorporation into the revised Ordinance. <br />D. Finalize the timeline for the submittal of development proposals with a set <br />deadline, and <br />
