Section 1- BOCC Adopted SAP Cont. <br />10 <br />Attachment 3.3 <br />Hillsborough Strategic Growth Plan /lnterlocal Agreement <br />Next Steps <br />Following is an ordered list of tasks to be completed in regards to the <br />Hillsborough Strategic Growth Plan and the lnterlocal Agreement between the <br />Town and County: <br />1. Reconcile the differences between the version of the lnterlocal Agreement <br />adopted by the Town and the version adopted by the County. <br />Status: Staff is currently coordinating the changes for Town of Hillsborough <br />adoption consideration. <br />2. Complete and adopt a Joint Land Use Plan. <br />Status: This project will occur after both parties sign the lnterlocal <br />Agreement. Staff of both jurisdictions will work together on the plan and will <br />coordinate with the Planning Boards of each jurisdiction. Public <br />outreach /input will also be an aspect of this project; the exact <br />methods /process is still to be determined. Additionally, the joint land use plan <br />will have to go through the formal adoption process that includes at least one <br />formal public hearing. <br />3. Adjust Extraterritorial Jurisdiction (relinquishment and extension). <br />Status: Work on this task is expected to occur concurrently with the joint land <br />use plan to streamline public participation in both actions (land use plan and <br />jurisdiction adjustment). Additionally, State statutes regarding ETJ matters <br />must be followed. <br />4. Town and County develop and adopt zoning and subdivision regulations <br />applicable to ETJ area and Urbanizing Areas (including Zoning Atlas <br />changes). <br />Status: Staff of both jurisdictions need to discuss whether staffing levels are <br />sufficient to work on regulatory changes concurrently with the joint land use <br />plan or whether regulatory changes will need to be completed after the land <br />use plan and ETJ changes are adopted. <br />
