DRAFT Minutes, 8/5/09 Planning Board Meeting <br />PURPOSE: To present proposed processes for 1) Implementing Small Area Plans, 2) Completing a <br />Unified Development Ordinance, and 3) Ongoing Comprehensive Plan implementation. <br />BACKGROUND: <br />INTRODUCTION <br />The 2030 Comprehensive Plan includes 38 goals and 263 objectives, many of which are lofty and far <br />reaching by design. In some cases goals may reflect an ideal that may never be fully realized but <br />must be continuously chased. Plan objectives will need to be reviewed annually, action strategies <br />identified and prioritized consistent with BOCC goals, and then implemented. In some cases <br />implementation actions may be carried out through the work of a single County department and /or <br />advisory board working independently but in most cases work will need to be coordinated among <br />multiple groups. Plan monitoring and evaluation procedures should be determined to measure <br />progress, guidelines for which are provided in Section 1.5.2 of the adopted Plan (Attachment 1). <br />Tonight the Planning Department will be presenting processes to initiate Plan implementation, <br />monitoring and evaluation -- this is just the beginning. <br />COMMUNICATION WITH BOARD OF COUNTY COMMISSIONERS (BOCC) <br />During budget and regular BOCC work sessions held earlier this year, Planning Staff presented its <br />recommendations for beginning Comprehensive Plan implementation. More specifically, staff <br />conveyed the need to organize upcoming efforts in the following three stages: <br />1. Existing and adopted Comprehensive Plan ideas [i.e. Small Area Plans (SAPs) for <br />Efland /Mebane and Eno EDD and the Orange County/Town of Hillsborough Strategic Growth <br />Plan]. <br />2. Pursue a Unified Development Ordinance (UDO) to create a well organized framework, <br />clarify the development process, and prepare for ongoing Plan implementation amendments. <br />
