Program Manager Case Studies (Implementation Phase) <br />The Project Team utilized case studies in the initial feasibility phases of work to help <br />explain key concepts to the Stakeholder Committee and the interested public. During <br />the development of program and administrative design concepts, a second round of <br />case studies was conducted that focused exclusively on county- managed transfer of <br />development right (TDR) programs, especially those that adhered to free - market <br />approaches with limited government intervention between buyers and sellers of <br />development rights.
