STRATEGIC GROWTH AND RESOURCE CONSERVATION PROGRAM <br />Final (8.7.2009) <br />PREFACE <br />This technical report describes in detail the decision - making processes that led to the <br />creation of the Strategic Growth and Resource Conservation Plan in Orange County. <br />The history, research and considerations taken into account in key decisions for the <br />program are discussed. It is primarily intended for members of the Board of County <br />Commissioners and the Joint Advisory Board, although members of the public seeking <br />in -depth information may also benefit from a review of the information. <br />The primary publication intended for public distribution is the Strategic Growth and <br />Resource Conservation Plan, which is a four -page document included here as <br />Appendix A and also available at: www.co.orange.nc.us /planning /TDR files /index.html. <br />That document describes in a straightforward, concise manner the elements of the <br />Strategic Growth and Resource Conservation program in the form of a plan that will be <br />presented for adoption by the Board of County Commissioners. <br />DISCLAIMER <br />The adoption of the SGRC Plan and Report signifies the validity of its contents, not an <br />action to implement the SGRC Program. Additional implementation actions, particularly <br />the amendment and creation of ordinances, would be required and offer an <br />additional opportunity for further modification and discussion prior to implementation. <br />ORANGE COUNTY, NORTH CAROLINA <br />
